National Assembly delegates from Hai Duong province proposed combining the use of headquarters between the two forces to avoid putting pressure on the budget.

On the morning of June 20, National Assembly deputies held a group discussion on the Draft Law on Forces Participating in the Protection of Security and Order at the Grassroots Level. According to the meeting agenda, this was the last group discussion session at the 5th Session of the 15th National Assembly. Two National Assembly deputies from Hai Duong province participated in giving their opinions on this draft law.
According to Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Duong Province, the force participating in protecting security and order at the grassroots level mainly has the function of supporting the police force. However, the regulations on the tasks of this force are not reasonable. Delegate Viet Nga suggested a more careful review because these regulations are too heavy for a non-professional force that requires many tasks requiring expertise, professionalism, even deep expertise and professionalism.
For example, the core force of the movement to build and protect the people and protect the national security is the police force, but the draft law is assigning it to the force participating in protecting security and order at the grassroots level. The regulation that the force participating in protecting security and order at the grassroots level has the function of developing safety regulations on fire prevention, firefighting, rescue, and firefighting plans is also not accurate because this is the task of other functional forces.

Delegate Bui Sy Hoan (Hai Duong) expressed his concern about the arrangement of equipment, working means, uniforms, insurance regimes and other regimes for the force participating in protecting security and order at the grassroots level.
"The reports attached to the draft law only calculate to ensure the implementation of this regulation without comparing with the spending levels of other forces and how the spending is implemented. There needs to be a comparison to clarify the proposed goal of not increasing the payroll, not increasing budget spending and even reducing budget spending," delegate Bui Sy Hoan suggested.
Delegate Bui Sy Hoan also suggested that consideration should be given to the arrangement of workplaces for this force. According to the delegate, in case of necessity, the current commune police headquarters can be used because the commune police force has few people and the headquarters is relatively spacious. Therefore, combining the use of headquarters will be more economical and will not put pressure on the budget.
