Supervision budget is too low, National Assembly Delegation of the province finds it difficult to invite experts

Too little monitoring budget will affect monitoring activities in terms of both quality and organization.

Speaking at the discussion hall on the morning of May 27 at the 5th Session of the 15th National Assembly on the National Assembly's planned supervision program for 2024, delegate Nguyen Thi Viet Nga, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Hai Duong province, proposed that the National Assembly consider increasing the budget for supervision activities to suit the reality.

Delegate Nguyen Thi Viet Nga noted that since 2022 and throughout the entire term of the 15th National Assembly, the National Assembly's supervisory activities have undergone many comprehensive innovations, achieved positive results and have been highly appreciated by voters and people. However, the current budget for supervisory activities at local National Assembly delegations is still too small to organize direct supervision at the grassroots level. In addition to members who are National Assembly deputies, the provincial National Assembly delegation also has to coordinate with many other agencies, departments and branches and invite experts.

With the current budget, it is not easy to invite experts from different fields and members of other agencies to join the monitoring team. This affects the monitoring activities in terms of both quality and organization.

In addition, the participation of representatives of relevant agencies, especially leaders of ministries, in the monitoring delegation needs to be calculated and considered more carefully. Leaders of ministries participate both as experts participating in the monitoring delegation and as agencies subject to monitoring. When the delegation monitors a certain field in a locality, if the leader of the ministry in charge of that field is a Minister or Deputy Minister who is a member of the monitoring delegation, the locality is usually reluctant to mention the shortcomings, difficulties, and obstacles in the implementation of policies, guidelines, and laws, but only focuses on reporting on achievements.

In addition, the thematic supervisions of the National Assembly and the National Assembly Standing Committee deployed at the National Assembly delegations are often under time pressure because they do not take into account the timing of the supervision activities. For example, with the thematic supervision of the implementation of Resolution No. 88 and Resolution No. 51 of the National Assembly on innovation of programs, textbooks, and general education, the detailed plan was issued on October 11, 2022 and required the National Assembly delegations to submit reports before February 15, 2023. While the 4th Session ends on November 15, 2022, it is not until November 20, 2022 that the delegations complete their voter contact activities after the session. After deducting the Tet holiday, the actual remaining physical time to carry out the supervision activities is quite short, while the delegations have many activities related to the traditional Tet holiday such as visiting and giving gifts to policy beneficiaries. In addition, the agencies, units and localities under supervision during that time were also busy with year-end summary work and new year task deployment...

Delegate Nguyen Thi Viet Nga found that monitoring activities that meet time requirements are very difficult and the results are not really as expected. The monitoring plan sent to the National Assembly delegations needs to be calculated more carefully in terms of time and timing to create conditions for National Assembly deputies to best complete their monitoring activities.
