Citizen reception initiative of the Provincial National Assembly Delegation

In this term, the National Assembly Delegation of Hai Duong province applied initiatives in citizen reception activities. This is something that few National Assembly Delegations in other places have been able to do.

National Assembly delegates visit district to meet people

At the beginning of the term, the Provincial National Assembly Delegation issued the Regulations on citizen reception and voter contact of the National Assembly deputies of Hai Duong province, term XV, term 2021 - 2026. Notably, National Assembly deputies go to localities to receive citizens with the heads of Party committees and People's Committees of districts, towns and cities to promptly and fully receive opinions and recommendations of citizens right from the grassroots level.

This regulation clearly states that provincial National Assembly deputies working in the locality receive citizens periodically once a month, provincial National Assembly deputies working outside the province receive citizens at least once every 3 months at the district-level citizen reception office. Provincial National Assembly deputies can receive citizens individually or together with the Secretary and Chairman of the district-level People's Committee. National Assembly deputies who are Chairman of the provincial People's Committee receive citizens according to the schedule of the Chairman of the provincial People's Committee or as assigned by the Head of the Provincial National Assembly Delegation.

Starting to implement this initiative from November 2021, the provincial National Assembly deputies have closely coordinated with local Party committees and authorities. The schedule for receiving citizens of National Assembly deputies is publicly posted at the citizen reception offices of districts, towns and cities, widely announced on the Electronic Information Portal of the National Assembly Delegation and the Provincial People's Council and many other mass media. National Assembly deputies who cannot participate in receiving citizens according to the schedule must report to the Head of the Provincial National Assembly Delegation at least 5 working days before the scheduled date of receiving citizens.

The leaders of the Provincial National Assembly Delegation also assigned delegates in the delegation to periodically receive citizens, ensuring that each delegate receives citizens at 12 district-level units in the province. The arrangement of locations for citizen reception also ensures convenience for citizens to travel and necessary facilities to serve the activities. Thanks to that, the activities of receiving citizens of the Provincial National Assembly Delegation in the districts gradually become routine.

Clear effect

This initiative has brought about clear results in the citizen reception activities of the Provincial National Assembly Delegation. Visiting the district to receive citizens every month, the Provincial National Assembly Delegates directly hear many thoughts and reflections from voters. Along with the enthusiasm and responsibility of each delegate, many long-standing cases have been resolved.

Recently, 520 former youth volunteers in Tu Ky district who went to support the border area of ​​Quang Ninh were paid a one-time allowance and received support to pay 80% of the social insurance premium after many years of waiting. Previously, this force went to both participate in production and train to be ready to defend the Fatherland. In 2011, the Prime Minister issued Decision No. 62/2011/QD-TTg, according to which each eligible former youth volunteer would receive a one-time allowance of 2.5 million VND. However, after more than 10 years of waiting, 520 former youth volunteers in Tu Ky district have not yet received the allowance.

Representing 520 former youth volunteers, Mr. Nguyen Van Kinh in Dai Son commune, Head of the Liaison Committee of Traditional Unit 371 of Tu Ky district, has petitioned many places but has not been resolved. In 2022, Deputy Head of the National Assembly Delegation of the province Nguyen Thi Viet Nga visited people in Tu Ky district, Mr. Kinh continued to petition.

Receiving the feedback, the Provincial National Assembly Delegation organized a meeting with the Department of Labor, War Invalids and Social Affairs, invited representatives of the People's Committee and the Liaison Committee of the 371 traditional unit of Tu Ky district to grasp the incident. The parties agreed that the Provincial National Assembly Delegation would send a document requesting opinions and guidance from the Ministry of National Defense. After receiving the document from the Ministry of National Defense, the leaders of the Provincial National Assembly Delegation continued to consult with the leaders of the Provincial People's Committee and the Department of Labor, War Invalids and Social Affairs. After that, the Department organized a meeting with the People's Committee of Tu Ky district and the Liaison Committee to agree and complete the request documents. To date, 520 cases have been paid one-time allowances and received support for social insurance contributions.

The delegation's leaders worked directly with all levels and sectors to get to the bottom of the matter and achieve the good results we have today," Mr. Kinh shared.

This is just one of many opinions and recommendations from voters reflected through the public reception that have been thoroughly resolved by the Provincial National Assembly Delegation. The delegation also organized a working session with the Ninh Giang District People's Committee and Hong Du High School to resolve recommendations related to the organization and rearrangement of the school's apparatus...

The regular visits of provincial National Assembly deputies to districts to meet with citizens are an opportunity for deputies to listen to the legitimate thoughts and aspirations of voters right at the grassroots level, thereby finding ways to thoroughly resolve them.
