At the 8th meeting of the National Committee on Digital Transformation on the morning of April 24, Prime Minister Pham Minh Chinh emphasized that digital economic development must be associated with green economy, circular economy, knowledge economy, and sharing economy.

On the morning of April 24, Comrade Pham Minh Chinh, Prime Minister and Chairman of the National Committee on Digital Transformation (Committee) chaired the 8th meeting of the Committee, focusing on discussing the digital economy.

The meeting was held directly and online between the Government headquarters and ministries, branches, provinces and centrally run cities.

Comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Digital Transformation attended and chaired at the Hai Duong bridge point.

Concluding the meeting, on behalf of the Government leaders, Prime Minister Pham Minh Chinh commended the efforts and achievements of ministries, branches and localities; the drastic direction of the Committee members; the consensus, support and active participation of people and businesses.

In addition to the achieved results, the Prime Minister also pointed out shortcomings and limitations such as the slow issuance of the Committee's action plan, and the lack of an effective mechanism to inspect, supervise, monitor, synthesize, and evaluate the implementation of digital transformation at ministries, branches, and localities.

That is, there is still a situation where leaders of departments, ministries, branches and localities do not consider digital transformation as a key task, do not really care, direct and prioritize resources for digital transformation; network security and information security in many places have not received due attention...

Prime Minister Pham Minh Chinh also pointed out the lessons learned, emphasizing the need for the participation with high determination of the entire political system. Grasping the actual situation, having flexible, timely and effective responses; directing and operating synchronously and flexibly, organizing and implementing resolutely, clearly identifying priorities, focus and key points; taking people and businesses as the subjects and center of national digital transformation.

Regarding the viewpoint on digital economic development, the Prime Minister stated that it is necessary to thoroughly grasp, closely follow and realize the Party's policies and guidelines and the State's laws to promote national digital transformation in general and digital economic development in particular in a practical and effective manner. Digital economic development is a requirement and mandatory requirement in Vietnam's socio-economic development, in line with current development trends. Digital economic development must be associated with green economy, circular economy, knowledge economy, and sharing economy; contributing to building an independent and autonomous economy associated with deep, practical and effective international integration.

Digital economic development is a continuous, persistent, non-stop process with no stopping point; it requires innovative thinking, strategic vision, high determination, great effort, and drastic action; promoting innovation, effectively mobilizing all resources, and promoting public-private cooperation to keep up with the region and the world.

Develop the digital economy in a comprehensive and holistic manner, prioritizing quality over quantity; synchronously and effectively combine the development of digital infrastructure, digital services, digital data, digital skills, digital institutions and ensure network security and information security.

Regarding key tasks and solutions in the coming time, the Prime Minister requested that ministers, heads of sectors, secretaries, and chairmen of People's Committees at all levels must be more determined and give strong direction in implementing national digital transformation.

The Prime Minister emphasized prioritizing resources, ensuring the completion of assigned tasks in the National Digital Transformation Program and 3 Strategies on Digital Government Development; Digital Economy, Digital Society; Digital Data. In particular, urgently handling overdue and backlogged tasks in the 2022-2023 period.

Synchronously and effectively deploy solutions to increase the United Nations e-Government Development Index by at least 5 levels and the cybersecurity index to be among the top 30 countries. Strictly implement the directions of the Government, the Prime Minister, the 2024 Action Plan of the Committee and the tasks in Project 06. Ministries and branches urgently organize specialized meetings on digitalization of sectors and fields under their management.

Localities closely coordinate with telecommunications enterprises to eliminate mobile signal depressions in villages and hamlets with national grid electricity, to be completed before December 2024; continue to improve the quality of mobile broadband networks. Remove difficulties and obstacles, complete the deployment of the remaining 12/53 essential public services according to Decision 06/QD-TTg. At the same time, urgently conduct a general review and assessment of the situation of ensuring network information security and network security.
