Mr. Truong Quoc Huy was elected to hold the position of Secretary of Ha Nam Provincial Party Committee.

At the conference on the morning of March 3, Head of the Organizing Committee of the Ha Nam Provincial Party Committee Dang Dinh Thoang presented the report of the Standing Committee of the Provincial Party Committee on the introduction of personnel to elect the Provincial Party Secretary for the 2020-2025 term for Mr. Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation.

As a result, with the absolute vote of confidence of 100% of the delegates present, Mr. Truong Quoc Huy was elected by the Provincial Party Executive Committee to hold the position of Secretary of the Ha Nam Provincial Party Committee for the 2020-2025 term; replacing Ms. Le Thi Thuy who was transferred and appointed to hold the position of Deputy Secretary of the Government Party Committee.

Mr. Truong Quoc Huy, born on June 19, 1970; hometown: Lam town, district of Y Yen, Nam Dinh province; professional qualifications: Bachelor of Labor Economics (National Economics University), Master of Economic Management; Political Theory level: Senior. Mr. Truong Quoc Huy has held the following positions: General Director of Vicem But Son Cement Joint Stock Company; Vice Chairman of Ha Nam Provincial People's Committee; Secretary of Duy Tien District Party Committee; Deputy Secretary of Provincial Party Committee, Chairman of Ha Nam Provincial People's Committee.

At the conference, delegates agreed on the policy of adjusting 3 targets in Clause 2, Section II of Resolution No. 50-NQ/TU dated December 31, 2024, including: Gross regional domestic product (GRDP) reaching 62,009 billion VND, up 10.5% compared to 2024; GRDP per capita reaching 122.71 million VND, up 11.8%.

The Provincial Party Executive Committee also agreed on the investment policy for the section in Ha Nam province under the Ha Nam - Nam Dinh Expressway Project (CT.11): The elevated expressway section, from after the intersection with the 54m planned road of Phu Ly city (route about Km2+600) to the end of the intersection with the TD.07 longitudinal axis in the provincial planning (route about Km6+00); the policy is to allocate about VND 2,917 billion from the province's capital in the period of 2026-2030 to implement the Ha Nam - Nam Dinh Expressway Project.
