The Ministry of Labor, War Invalids and Social Affairs has responded to petitions from voters in several localities about the pension system, when many people have passed away before receiving their pensions.

The Ministry of Labor, War Invalids and Social Affairs has responded to voters' petitions sent before the 6th session of the 15th National Assembly.
Accordingly, voters proposed to review the retirement age of workers (women will be 60 years old and men will be 62 years old by 2028), because the retirement age is too long, many people have passed away before they could enjoy their retirement benefits.
"This regulation is not suitable for all groups of workers. It is recommended that the Government study and advise the National Assembly to amend and supplement the Law on Social Insurance regarding conditions for receiving pensions.
In some cases, workers doing heavy, toxic, dangerous jobs, working in areas with particularly difficult socio-economic conditions, or doing highly specialized jobs such as preschool, primary, secondary school teachers, medical staff... the retirement age may be 5 years lower than the above regulations," voters suggested.
Responding to this content, the Ministry of Labor, War Invalids and Social Affairs said thatRetirement benefits, also known as old age benefits, are part of social insurance policies that ensure monthly income for workers when they retire (reach retirement age).
According to the law on social insurance, to receive a monthly pension, employees must simultaneously meet two conditions: age and social insurance payment period.
This is to ensure harmony and balance between the contribution period and the social insurance benefit period of employees, thereby ensuring the balance and sustainability of the Social Insurance Fund.
The retirement age was discussed and unanimously approved in Resolution 28/2018 of the 12th Party Central Committee.
Institutionalizing the policy of increasing the retirement age in Resolution 28, the National Assembly unanimously issued the 2019 Labor Code, which stipulates the retirement age and conditions for pension age.
During the process of researching and developing the 2019 Labor Code, the issue of retirement age was discussed, debated, and evaluated thoroughly and comprehensively in all related aspects.
Therefore, the 2019 Labor Code stipulates that the adjustment to increase the retirement age or pension age conditions for employees will not be implemented immediately to 62 years old for men and 60 years old for women, but will be adjusted according to the roadmap of increasing by 3 months each year for male employees and 4 months for female employees.
Increasing the retirement age also takes into account factors such as the nature, type of work and health of the worker.
For workers doing especially heavy, toxic, or dangerous work; working in areas with especially difficult socio-economic conditions; or workers with poor health (reduced ability to work) can retire up to 5 years or 10 years earlier, depending on the case.
In some special cases as prescribed by the Government (policy for redundant workers; policy for streamlining payroll; regimes and policies for cadres who do not meet the age requirements for re-election or reappointment), workers, cadres, civil servants and public employees who wish and meet the conditions will also enjoy the policy of early retirement according to regulations.
