On May 10, the leader of the Criminal Police Department (Ha Nam Provincial Police) announced that they had prosecuted and issued an order to temporarily detain Vu Thanh Tuan (35 years old, residing in Pham Van Dong residential group, Dong Van ward, Duy Tien town, Ha Nam) for the crime of "extortion of property, lending at high interest rates in civil transactions".
In addition to Tuan, three other subjects were also prosecuted for "extortion of property".
The Criminal Police Department (Ha Nam Provincial Police) said that at the police investigation agency, Tuan confessed that after knowing that some people in Phu Ly city needed money to pay off bank debts, Tuan colluded with many subjects to lend money at an interest rate of 5,000 VND/1 million VND/day.
When the borrower failed to pay on time, Tuan hired notorious criminals with criminal records to organize debt collection by throwing dirty substances such as engine oil and rotten eggs into the borrower's house.
Not stopping there, these subjects also sent threatening messages, mentally intimidating borrowers to pay, even going to the borrowers' schools and workplaces to threaten them.
Based on the collected investigation documents and the statements of the subjects, the police initially clarified that from August 2022 to present, Tuan has lent 2.4 billion VND with an interest rate of 182.5%/year and the amount of illegal profit is about 500 million VND.
Currently, Ha Nam Provincial Police are focusing on investigating and consolidating documents to handle the subjects who were hired to throw dirt and waste into people's houses for the crime of "extortion of property" and related subjects according to the provisions of the law.
According to Ha Nam Provincial Police, the quick investigation and arrest of the suspects contributed to stabilizing security and order in the area, and was recognized and highly appreciated by local authorities and people.
