Social housing must have full and convenient infrastructure like commercial housing.

Thong Nhat Social Housing Area invested by Thong Nhat Trading and Development Investment Joint Stock Company has an area of ​​1.58 hectares, total investment capital of about 800 billion VND, scale of 4 completed buildings put into use, providing 1,080 apartments, meeting the housing needs of about 4,000 people.

The project borrowed capital from the 120 trillion VND credit package for social housing development, 100% disbursed, with procedures completed in about 1 month.

The project has sold 804 apartments, with 60 remaining unsold and 216 unleased. Of these, about 430 households have received preferential loans from the Social Policy Bank with an average loan of VND580 million/household, with a total disbursed capital of VND250 billion. It is known that the apartments are of guaranteed quality, with no damage after the recent storm.

Looking more broadly, according to a report from Bac Ninh province, the province has been implementing 54 social housing projects for low-income earners and housing for industrial park workers. Of these, 29 projects have been completed, partially completed, or are under construction, while 25 projects are in the preparation stage for investment and construction.

The total land area of ​​the projects is about 173 hectares. When completed, the projects will provide about 7.1 million square meters of floor space with more than 77,000 apartments for about 231,000 people.

Previously, Bac Ninh province encountered many difficulties and obstacles in mechanisms and policies in developing social housing. However, in July 2023, during a working trip to Bac Ninh, Prime Minister Pham Minh Chinh visited a number of projects in the area, then directed a working group to work directly with the province to remove obstacles and difficulties.

Notably, implementing the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" approved by the Prime Minister, Bac Ninh province will develop 30,600 apartments in the period of 2021-2025 and 41,500 apartments in the period of 2026-2030.

According to Phase 1 of the Project from 2021 to present, 10 projects have been completed, providing about 6,000 apartments; 15 projects have been granted construction permits and are under construction investment, when completed, will provide about 10,500 apartments; 23 projects are carrying out compensation, site clearance and preparing for construction investment; a total of about 49,500 apartments, exceeding by more than 60% the target set by Phase 1 of the Project.

In addition, the province has reviewed and planned 350 hectares of land for social housing development, which when completed will meet about 120,000 apartments; of which 24 locations are eligible for approval in principle to select investors in 2024, with a total land area of ​​about 67.66 hectares, when completed the projects will meet about 2.6 million square meters of floor space with more than 32,000 apartments.

Regarding the implementation of the 120 trillion VND credit support package, the Provincial People's Committee has announced a list of eligible projects, preferential loan criteria, and reported to the Ministry of Construction and the State Bank of Vietnam 06 projects with a total investment of more than 14,500 billion VND with an expected loan capital of about 3,380 billion VND.

According to the State Bank of Bac Ninh province, up to now, there are 2 social housing projects in the area that have received preferential loans with an approved loan limit of 170 billion VND, of which 170 billion VND has been disbursed.

Visiting and presenting gifts to households, Prime Minister Pham Minh Chinh was excited to see the spacious apartments and highly appreciated the efforts and methods of Bac Ninh province in implementing social housing projects.

The Prime Minister stated that ensuring housing and settling down is an important factor in attracting human resources and labor, thereby strongly attracting investment for rapid and sustainable development, especially in a province with strong industrial development like Bac Ninh.

The Prime Minister emphasized that in recent times, the Government has paid great attention to the issue of housing for workers and laborers with many policies and solutions to remove difficulties, and requested ministries, branches and localities to focus on removing obstacles and promoting the development of social housing. This is a major policy of the Party and State in ensuring social security and is an issue that people are very concerned about.

The Prime Minister noted that social housing is given preferential loans, land, etc., so its price is more suitable for low-income people and workers. Fast procedures and fast construction also help reduce costs and prices. However, infrastructure for transportation, electricity, water, social infrastructure, healthcare, education, sanitation, environment, etc. must be fully guaranteed and convenient for people as with commercial housing projects.

The Prime Minister requested Bac Ninh to continue promoting the achieved results, actively and effectively contributing with the whole country to implement the Project to invest in building at least 1 million social housing apartments in the 2021-2030 period.
