What to do to make it easier for beneficiaries to access social housing?

According to the Government Portal, reviewing and perfecting policies and legal systems related to social housing is one of the contents in Decision No. 927/QD-TTg signed by Deputy Prime Minister Tran Hong Ha promulgating the plan to implement Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership in the development of social housing in the new situation (plan).

The purpose of the plan is to thoroughly grasp, organize and implement fully, qualitatively and effectively the tasks and solutions in Directive No. 34-CT/TW. At the same time, to create a strong change in the awareness and actions of ministries, branches, local authorities and people on the development of social housing; to improve the effectiveness and efficiency of state management, to build mechanisms, policies and allocate resources for the development of social housing.

The plan clearly states that ministries, ministerial-level agencies, government agencies, and authorities at all levels focus on directing the effective implementation of five tasks and solutions:

1- Propaganda, raising awareness and sense of responsibility for social housing development.

2- Review and improve policies and legal systems related to social housing.

3- Improve the effectiveness of state management and coordination responsibility of agencies, organizations and enterprises in developing social housing and implementing housing support policies for beneficiaries of social housing support policies.

4- Mobilize and effectively use capital sources for social housing development.

5- Innovation in methods and models of management and development of social housing.

Attaching responsibility to leaders in improving the efficiency of social housing development

Regarding propaganda, raising awareness and sense of responsibility for social housing development: Ministries, ministerial-level agencies, government agencies, and authorities at all levels organize research, dissemination, propaganda, and popularization of the contents of Directive No. 34-CT/TW and guiding documents for implementation in many forms to raise awareness and responsibility for cadres and party members, especially heads of agencies, organizations, enterprises and the social community about the nature and significance of social housing development, considering this one of the key tasks that need to be prioritized in the country's socio-economic development.

Raise the responsibility of heads of agencies, organizations, businesses and social communities for the development of social housing.

Focus on leadership, direction, promoting the role and responsibility of leaders in improving the quality and efficiency of social housing development; include social housing development targets in the system of 5-year and annual socio-economic development targets of the locality.

Create favorable mechanisms and policies for the Vietnam General Confederation of Labor to participate in developing social housing using trade union financial resources.

Regarding reviewing and perfecting policies and legal systems related to social housing: Issue favorable and proactive mechanisms and policies for localities to allocate budgets for investment in building social housing projects, carry out compensation, site clearance, and resettlement support to have clean land for social housing; invest in technical infrastructure outside social housing construction investment projects, connect technical infrastructure systems, and ensure synchronous social infrastructure within and outside the scope of the project.

Issue specific mechanisms and policies on social housing for workers and housing development for the people's armed forces. Complete laws and create favorable mechanisms and policies for the Vietnam General Confederation of Labor to participate in social housing development using trade union financial resources.

Promote administrative procedure reform, create favorable conditions for businesses to participate in investing in social housing development, beneficiaries to have easy access to social housing; minimize the time to carry out administrative procedures in investment, construction, business, purchase, sale, management and use of social housing.

There are mechanisms and preferential policies to encourage the development of social housing towards a green model, energy saving, sustainable development, and low carbon emissions.

Mobilizing and effectively using capital sources for social housing development

Prioritize the allocation of appropriate and timely state budget capital from the central and local levels to ensure the implementation of social housing development goals. The State focuses on developing social housing for rent in urban areas using public investment capital.

Promote the socialization of capital sources for social housing development, especially from domestic and foreign enterprises. Review and remove difficulties and obstacles to effectively implement the social housing support loan program.

Expanding capital sources for social housing development from local development investment funds and foreign capital sources.

Encourage the formation of investment funds, investment trust funds and joint ventures and associations to implement social housing projects.

Arrange sufficient budget capital for the Social Policy Bank and commercial banks designated by the State to provide preferential loans for social housing development.

Review, innovate, and continue to expand preferential loan programs for individuals and households to buy, rent, or hire-purchase social housing according to social housing policies.
