New commune, ward, town, new hope

The 28 new communes, wards and towns in Hai Duong after the merger bring new hopes to cadres, party members and people.

Today, December 2, is the first working day in 28 new commune-level administrative units after the 2023-2025 arrangement in Hai Duong.

28 old communes and wards no longer have names on the administrative boundary map of Hai Duong province, closing a journey of construction and development to open a new chapter with 28 new communes, wards and towns.

Directly going to more than half of the communes, wards and towns to carry out the arrangements in the days of preparing to "join one house" in Hai Duong, I witnessed many thoughts and emotions of the cadres, party members and people there. Some still had some regrets about the old name, old commune, old headquarters, some quietly finished the last work in the old commune and then packed up to retire early... But when talking about a new chapter in the new commune, everyone was excited, full of faith and hope.

First, they hope that the new commune will have a new look, more dignified and more beautiful. In this merger, many communes, wards and towns in Hai Duong have doubled or tripled in area and population compared to before the merger.

As in Hai Duong city, Pham Ngu Lao ward has an area of ​​less than 1 km2.2, after merging into Le Thanh Nghi ward, the whole ward will have an area of ​​more than 2.1 km2. The same goes for other communes and towns in Hai Duong that are being merged this time. People are full of hope that after the merger, investment in electricity, roads, schools, and stations will be more focused, more systematic, and larger in scale to bring a more beautiful appearance to the new communes, wards, and towns in the near future.

Standing on some bumpy, bumpy roads connecting the two old communes, people hope that after the two communes become one, the road will be renovated and more spacious for people to travel, carry out administrative procedures, and communicate...

Before the merger, some localities decided to invest in building roads connecting the administrative centers between the two old administrative units to serve the merger. For example, the People's Council of Nam Sach district passed a resolution on the public investment plan for 2025 in August, investing 77 billion VND in building roads and renovating many degraded roads between the merged communes. Many other districts have also considered and resolved similar policies.

From the new look, people hope that the new commune, ward, and town will have new vitality, new fellow countrymen, especially with a new party committee and new commune-level government apparatus.

After the merger, the personnel of the new communes, wards and towns, from key officials to each cadre, civil servant and non-professional worker, were all screened, choosing people within the right age, considering those with better prestige, capacity, qualifications and dedication between the two old communes to choose for new positions in the new commune. Some people quit their jobs, retired early...

With such selection and screening, we can fully expect that the apparatus in the new communes, wards and towns will operate more dynamically and effectively. The streamlining of the apparatus through mergers is also highly appreciated by the people.

Living in a new commune with new compatriots, cultural, artistic, sports and entertainment activities will also be more exciting, exchanging cultures but not losing the unique identity.

Although there are still many things to worry about when merging commune-level administrative units such as basic construction debt of communes, headquarters, and surplus human resources, with Hai Duong's initiative and experience through the 2019-2021 period of reorganizing commune-level administrative units, we believe that the reorganization and merger in this period will be highly effective.

This is also a correct policy, a necessary action and in line with the Party's will and people's wishes regarding streamlining the apparatus.
