On the first day of registration, the license plate number was entered on VNeID, Hai Duong had no records yet.

The notable point of the circular is that people can choose to declare and register their vehicle, press the license plate number on the VNeID application, public service portal or go directly to the police agency, instead of having to go to the police agency to register as before.

The new circular facilitates people to shorten the time and save travel costs when registering their vehicles. Vehicle owners do not need to go to the police station to successfully register their vehicles and receive results at home.

On the first day of implementation, by 12:00 on August 1, Hai Duong had not yet recorded any first-time online vehicle registration records for vehicles manufactured and assembled on the national identification application VNeID.

According to the Road Motor Vehicle Registration and Management Team, Traffic Police Department, Hai Duong Provincial Police, to implement Circular 28/2024/TT-BCA, Hai Duong Provincial Police organized training, disseminated Circular 28, and provided guidance on the entire online initial vehicle registration process for manufactured and assembled vehicles on the Ministry of Public Security's Public Service Portal, the VNeID national identification application, and the professional process for vehicle registration on the vehicle registration system... for more than 160 police officers from districts, towns, cities, and commune-level police.

The Provincial Police and the Provincial Post Office have jointly signed a coordination process to deploy a delivery service for administrative procedure results related to the fields of handling violations, vehicle registration, and management of road motor vehicles.
