Check license plate number online on VNeID from August 1, 2024

A notable point in Circular 28/2024/TT-BCA of the Ministry of Public Security is that from August 1, 2024, vehicle owners can punch their license plate numbers on the VNeID electronic identification application.

Vietnamese citizens who register their vehicles for the first time using online public services for domestically manufactured and assembled vehicles on VNeID can have their license plates stamped on the identification application from August 1, 2024.

The Ministry of Public Security issued Circular 28/2024/TT-BCA dated June 29, 2024 amending and supplementing Circular 24/2023/TT-BCA dated July 1, 2023 regulating the issuance and revocation of registration and license plates of motor vehicles. Accordingly, vehicle owners will not have to take their vehicles to the vehicle registration agency or register to use the public postal service to receive vehicle registration certificates and license plates.

One of the notable points of this Circular is the addition of Clause 5 after Clause 4, Article 12 on the procedure for first-time vehicle registration. Specifically, in the case of Vietnamese citizens registering their vehicles for the first time using the full online public service for domestically manufactured and assembled vehicles on the public service portal or the National Identification Application.

Vehicle owners comply with the provisions of Clause 2, Article 9 of this Circular, do not have to bring the vehicle to the vehicle registration agency; register to use the public postal service to receive the vehicle registration certificate and license plate. Upon receiving the vehicle registration certificate and license plate, the vehicle owner shall send the vehicle registration agency the Factory Quality Inspection Form (with a copy of the engine number, chassis number of the vehicle, and the manufacturer's seal) via the public postal service.

In case the vehicle owner does not submit the Factory Quality Inspection Certificate (with a copy of the engine number and chassis number of the vehicle, stamped by the manufacturer) or the information on the copy of the engine number and chassis number provided is inconsistent with the declared information, the vehicle owner must bring the vehicle to the vehicle registration agency to have the engine number and chassis number rubbed and receive the vehicle registration result.

When accessing the Public Service Portal and the National Identification Application, people will receive information about the issued vehicle license plate and instructions on paying vehicle registration fees via text message or email address or notification on the National Identification Application for vehicle owners to pay via the payment utility integrated on the Public Service Portal and the National Identification Application.

After successfully paying the vehicle registration fee, the public service portal and the National Identification Application notify the vehicle owner of the completion of the fee payment. The vehicle registration officer receives, checks and corrects the vehicle registration data online for the first time throughout the entire process from the public service portal and the National Identification Application to the vehicle registration and management system (without having to: Check the actual vehicle, rub the engine number and chassis number of the vehicle, take a photo of the vehicle according to the regulations on vehicle registration procedures); print the vehicle registration declaration, vehicle registration certificate; submit to the competent authority for approval, sign the vehicle profile, vehicle registration certificate, vehicle registration book and related documents; stamp the vehicle profile; sign the vehicle registration certificate to return the vehicle registration result to the public service portal and the National Identification Application according to regulations. Return the vehicle registration certificate and license plate to the vehicle owner via the public postal service.

The vehicle registration officer receives the Factory Quality Inspection Certificate (with a copy of the vehicle's engine number and chassis number, and a stamp from the manufacturing facility) to check and compare with the data on the vehicle registration and management system, signs to confirm the inspection and comparison on the copy of the vehicle's engine number and chassis number to save in the vehicle registration file; scans the copy of the vehicle's engine number and chassis number (the copy of the engine number and chassis number is pasted on the Factory Quality Inspection Certificate) and uploads it to the vehicle registration and management system.
