Distorted argument about administrative unit arrangement

Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the 2023-2030 period, effective from July 19, 2023.

This is the correct policy of the Party and State, an inevitable, objective and necessary trend to contribute to streamlining the state administrative apparatus, expanding development space, concentrating resources, promoting the potential and advantages of localities for long-term and sustainable socio-economic development...

However, taking advantage of this issue, many reactionary and opportunistic elements have spread false and distorted views, creating a distorted perception and confusion among public opinion and the people. On the Internet, reactionary organizations such as Viet Tan, VOA, and the Voice of the People newspaper have speculated and distorted that: "money has not been seen yet, no wonder it is so drastic"; at the same time, they ask: why not use this money to build schools, help families of war invalids and martyrs who are still in difficulty, but "just do it with your eyes closed". From there, they conclude that this is an easy way to facilitate corruption and negativity: "Rotating cadres and merging-separating-merging are two tricks that the organization and internal affairs agencies profit the most from".

The above arguments are completely wrong, distorted, and contrary to the policies and guidelines of our Party and State. It is necessary to emphasize that the arrangement of administrative units is a very correct and necessary policy. The process of implementing the arrangement of administrative units at district and commune levels in the 2019-2021 period has closely followed the goals, requirements, and tasks set out in Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee and Resolution No. 37-NQ/TW dated December 24, 2018 of the Politburo; demonstrating the efforts of the entire political system from the Central to the grassroots level, especially the leadership and direction roles and responsibilities of Party committees and leaders, receiving the consensus of the people. After the reorganization, the number of administrative units at district and commune levels has been significantly reduced, contributing to streamlining the organizational apparatus, streamlining the payroll, reducing state budget expenditures, expanding development space, promoting the potential and advantages of localities. Agencies and organizations in the political system in localities implementing the reorganization have been consolidated and ensured to perform their assigned functions and tasks. National defense and security have been maintained, social order and safety have been ensured. People's lives have been stable.

Implementing the above policy, Hai Duong province sets a goal of completing the arrangement of commune-level administrative units in the period of 2023-2025 by 2024. The new administrative units after the arrangement will officially operate from July 1, 2024. To achieve that goal, more than anyone else, every cadre and party member needs to strive to set an example in life as well as on social networks. When participating in social networks, all cadres and party members need to be careful and consider carefully before speaking and sharing information. That is also a practical way to promote the role and responsibility before the Party and the people. Always proactively improve social knowledge in all aspects to build for yourself the right political awareness. Review and access information objectively, fully and accurately from official sources, avoid accessing one-sided information, one-sided information following the distorted arguments of hostile forces.

Regularly update and grasp the Party and State's information and propaganda viewpoints, first and foremost, clearly understand the policies and guidelines of the Party, Government, and National Assembly on the arrangement of administrative units at district and commune levels in the period 2023 - 2030. In addition to clearly seeing the wrong viewpoints posted on social networking platforms, each cadre and civil servant needs to clearly understand the plots and tricks of hostile forces to be vigilant and from there have effective rebuttals.
