Localities in Hai Duong province are waiting for the province's Master Plan for arranging commune-level administrative units in the 2023-2025 period to implement the next steps.
Many deadlines for implementing steps to reorganize commune-level administrative units in Hai Duong in the 2023-2025 period are approaching, but the implementation progress has not yet met the set requirements.
Currently, localities in the province are still waiting for the province's Master Plan (according to the plan, it must be completed before September 30, 2023 to report to the Ministry of Home Affairs for comments) to implement the next steps. When the province's Master Plan is available, localities will develop a project to arrange commune-level administrative units at the district level, post it to collect voters' opinions (according to the plan, it must be completed before October 15, 2023) before the Department of Home Affairs presides over and coordinates with the consulting unit to develop the province's master plan. With the current progress, the above contents are at risk of being behind schedule.
By August 31, Hai Duong's departments and branches had completed issuing guidelines for implementing contents related to the arrangement of commune-level administrative units in various fields. However, the reality in localities shows that many important work contents need to have more detailed instructions soon for implementation. Typically, the implementation of regimes and policies outside of the Central's regulations for civil servants and employees of public service units (education, health) and commune-level cadres, civil servants, and non-professional workers at the commune level, in villages, and redundant residential areas. There are no guidelines or optimal solutions for thoroughly handling unused headquarters after the arrangement of commune-level administrative units in the coming time and for the 2019-2021 period. The Department of Finance has only reminded the People's Committees of communes, wards, and towns to meet to unify and develop plans for arranging redundant working headquarters after the merger, and propose solutions; Communes expected to merge in the near future should consider investing in renovation and repair before merging to avoid wasting public investment.
Some other issues, although having general guidelines, still need to be based on practice to promptly resolve. For example, many localities believe that along with not collecting fees and charges, it is necessary to shorten the process and procedures when converting related documents of individuals, organizations and enterprises due to changes in boundaries and names of commune-level administrative units to save time and effort for people and task forces. The more specific, clear and early the guidelines related to the implementation of the arrangement of commune-level administrative units are, the more favorable it will be for localities to implement effectively and on schedule.
Hai Duong aims to complete the arrangement of commune-level administrative units in the 2023-2025 period by 2024. The new administrative units after the arrangement will officially operate from July 1, 2024. This is a major policy, affecting many cadres, party members and people. The implementation process has many contents, a large amount of work and there are arising issues. To implement well, it is necessary to have time to propagate so that cadres, party members and people agree and highly agree.
