In Hai Duong, the arrangement of commune-level administrative units in the 2019-2021 period and the planned plan for the 2023-2025 period show that there are several ways to name new localities. These are combining part of the names of old localities to form a new local name; keeping the name of an old locality with a longer history and the common name of localities in history; or naming a completely new one.

In fact, the above naming methods in most localities meet the requirements of being meaningful and consistent with historical, traditional and cultural factors. In Ninh Giang district, the newly established communes in the period of 2019-2021 all took back their historical names, including: Ung Hoe, Tan Huong, Hong Du, Van Hoi, Tan Quang and Hung Long.

In places where 3 communes are merged into 1 commune, taking a completely new name also has a good meaning. For example, Chi Minh commune (Tu Ky) was established on the basis of merging 3 communes Dong Ky, Tay Ky, Tu Xuyen; Thanh Quang commune (Thanh Ha) was established on the basis of merging 3 communes Hop Duc, Truong Thanh, Thanh Binh. In many communes, taking a name from combining part of the names of old communes also has a good meaning such as Dai Son commune (Tu Ky) was established on the basis of merging 2 communes Dai Dong, Ky Son; Dinh Son commune (Cam Giang) was established on the basis of merging 2 communes Cam Son, Cam Dinh; Tuan Viet commune (Kim Thanh) was established on the basis of merging 2 communes Tuan Hung, Viet Hung...

However, naming in some localities is still not really meaningful. Quang Thanh Commune (Kinh Mon) was established on the basis of merging two communes, Phuc Thanh and Quang Trung. Mr. Luu Huu Nhan, Chairman of Quang Thanh Commune People's Committee said: "At the time of merging, we proposed and asked for public opinion on the new commune name Quang Thanh because people wanted to combine the names of the two old communes. There is Quang Thanh High School in the commune, so this name is familiar. However, the locality is also very sorry that the commune is no longer named after King Quang Trung".

In the period of 2019-2021, some names of other localities after the merger were not really meaningful and were criticized. In the plan to arrange commune-level administrative units in the period of 2023-2025 and the period of 2026-2030 in the province, in Tu Ky district, there were also some proposed new commune names that caused many conflicting opinions such as Ngoc Tai commune established on the basis of merging two communes Ngoc Ky and Tai Son; Ky Lac commune established on the basis of merging two communes Phuong Ky and Cong Lac.

According to the plan, the three wards of Tran Hung Dao, Quang Trung, and Nguyen Trai (Hai Duong City) will be merged in the period of 2023-2025. On the morning of August 24, Tran Hung Dao Ward organized a direct dialogue between the heads of the Party Committee, the government and the people. Mr. Vu Ngoc Chien, Chairman of the Ward People's Committee, said: "At the dialogue, many people were interested in asking questions about the arrangement of the new administrative unit, what the ward will be called, where the ward headquarters will be located, many people expressed their desire to be named after the National Hero Tran Hung Dao".

Regarding the above issue, Mr. Tang Ba Hoanh, Chairman of the Historical Science Association of Hai Duong province, said that when arranging the three wards of Pham Ngu Lao, Tran Phu, and Le Thanh Nghi, it is possible to consider naming the ward after the late Vice Chairman of the State Council Le Thanh Nghi (from Gia Loc, Hai Duong). It is also possible to take the name Binh Minh, which has existed since 1975 until now. As for the three wards of Tran Hung Dao, Quang Trung, and Nguyen Trai, it is advisable to consider naming them Thanh Dong or Cuu Thanh because these three wards have boundaries attached to the ancient Thanh Dong, which is the core area of ​​Hai Duong city today.

"This is an opportunity to name the new ward to restore its name from the time when it was Thanh Dong," Mr. Hoanh added.

In the period of 2023-2025, Kim Thanh district will reorganize 4 pairs of communes into 4 new communes. Comrade Pham Quang Hung, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Kim Thanh district said: "The naming of new communes in this period are all old commune pairs that have never had a common name in history. The district is unifying to build common principles when selecting and determining the names of administrative units formed after the reorganization, which must be meaningful and widely consulted with the people to achieve high consensus".

The naming of new administrative units after the reorganization is of great concern to local people. Therefore, localities need to determine meaningful names, consistent with historical, traditional and cultural factors, especially for communes and wards named after famous people. Localities also need to limit naming the same as other places in the province to avoid misunderstandings and inconvenience in daily work.
