In the past 10 days, there have been sporadic cases of teenagers gathering in groups to ride motorbikes at high speed, weaving and swerving on some roads in Hai Duong City. These "terrorists" do not wear helmets, many motorbikes do not have rearview mirrors, 2-3 people per motorbike, speeding and revving their engines loudly on streets such as Nguyen Luong Bang, Thong Nhat, Bach Dang. There are cases of carrying weapons, endangering other road users, causing insecurity, disorder and anger among the people.
Some residents in these areas said the groups gathered around 9 p.m.
The behavior of teenagers gathering to drive at high speed and weaving in and out of traffic has been dealt with very severely by Hai Duong City Police and local police in the province.
