16-year-old teenager prosecuted for swerving, swinging, and teasing traffic police in Quang Ninh

On the morning of November 6, the Traffic Police Department, Ministry of Public Security, announced that the Investigation Police Agency of Quang Ninh Province Police is investigating the case of "Disturbing public order" that occurred on Tran Quoc Nghien Street (Hong Hai Ward, Ha Long City, Quang Ninh).

Based on collected evidence, on November 2, the Investigation Police Agency of Quang Ninh Province Police issued a decision to prosecute the case of "Disturbing public order"; decided to prosecute the accused Bui Tai Anh for the crime of "Disturbing public order".

According to the investigation, at around 8:30 p.m. on October 17, Bui Tai Anh (16 years old), Nguyen Minh Son; Nguyen Quoc Toan; Do Quoc Tuan; Bui Duy Anh; Dao Huy Hoang; Le Phuong Thao and Pham Bao Han (all 15 years old, residing in Ha Long City, Quang Ninh Province) were drinking water at the drug rehabilitation slope area (Yet Kieu Ward, Ha Long City).

At this time, the whole group drove fast, weaving and swerving on the road. If they encountered traffic police patrolling, they would drive away.

After that, Tai Anh drove the motorbike without a license plate alone; Duy Anh drove the motorbike with license plate 14AU-009.32 carrying Han sitting behind; Hoang drove the motorbike with license plate 14AA-009.97 carrying Phuong Thao sitting behind; Son drove the motorbike with Quoc Tuan and Quoc Toan sitting behind. The group went from Yet Kieu ward along the coastal road down to the coastal road with column 5.

When the group reached the beginning of Bai Tho Bridge, they met Dinh Nguyen Ngoc Nhan (14 years old, residing in Ha Long City) driving a motorbike carrying Tran Tuan Anh (14 years old, residing in Ha Long City). The group continued to speed, weave, and swerve until they reached the October 30 Square section, where they saw the Traffic Police checkpoint working on the right side of the road, so the group drove their motorbikes fast, weave, and swerve to escape.

After running about 200-300m, Bui Tai Anh asked the group to drive back towards Lan Be Park with the purpose of teasing the police.

When the group approached the Traffic Police checkpoint, Bui Tai Anh and Tran Tuan Anh shouted "go, go", Dinh Nguyen Ngoc Nhan shouted "go...go" and then the group drove the car fast, weaving, swerving, and honking loudly on the way past the Traffic Police checkpoint.

Then, at 9:20 p.m. on October 20, Bui Tai Anh drove a motorbike with license plate 14P9-9222. When he reached Tran Quoc Nghien Street (Ha Long City), because Bui Tai Anh was not wearing a helmet, he was discovered and checked by the Traffic Police. During the inspection, the Traffic Police confiscated a 3-section metal stick, 62cm long, in Bui Tai Anh's left sleeve.

At the police investigation agency, Bui Tai Anh, Nguyen Minh Son, Nguyen Quoc Toan, Do Quoc Tuan, Bui Duy Anh, Dao Huy Hoang, Le Phuong Thao, Pham Bao Han, Tran Tuan Anh and Dinh Nguyen Ngoc Nhan admitted their actions.

The Investigation Police Agency of Ha Long City Police determined that the behavior of the above group of subjects had a negative impact on security and order in Hong Hai ward and Ha Long city.

The Investigation Police Agency of Quang Ninh Province Police will continue to investigate and clarify when there is sufficient evidence, it will be handled in accordance with legal regulations.
