Hai Duong Newspaper received a petition from Mr. BVTh. (born in 1978) in Thien Phien commune, Tien Lu district (Hung Yen) reporting the case of 'lost gold necklace worth about 230 million VND' in Chi Lang Nam commune.
In the petition, Mr. Th. stated that he met a person named Thuy through the Zalo application. On April 21, 2024, Ms. Thuy invited him to visit Thanh Mien district. At around 2:00 p.m., the two met at Tuy Hoa intersection, Tan Quang commune (Ninh Giang). Here, Ms. Thuy told Mr. Th. to leave his car and go with her to TX motel in Chi Lang Nam commune.
After checking into the hotel, Mr. Th. took off the gold necklace around his neck (worth about 230 million VND) and put it on the table and went to take a shower. A moment later, he discovered that Ms. Thuy had left the room and the necklace and 40 million VND in cash in his pocket were gone. He went downstairs and the motel manager told him that Ms. Thuy had left. After about 20 minutes, when Ms. Thuy did not return, he asked the motel owner to report the incident to the police.
On April 27, 2024, Mr. Th. sent a petition to Thanh Mien District Police to report the incident and denounce the crime. However, by the end of February 2025, Mr. Th. had not yet received any response or notification regarding the receipt of the petition and notification of the results of the authorities' handling of the information source. Mr. Th. said that Thanh Mien District Police were slow in handling his petition.
On February 19, the reporter worked with the Thanh Mien District Police. Mr. Pham Duc Nghia, Deputy Head of the General Investigation Police Team, confirmed that the district had received Mr. BVTh's petition on April 27, 2024. Because the incident occurred in Chi Lang Nam Commune, the District Police Investigation Agency transferred his petition to the Commune Police to verify the information. This unit has investigators, so it has enough expertise, skills and authority to handle the case.
"We request that the Commune Police quickly verify and clarify the content of Mr. Th.'s petition. During the investigation, if there are signs of a crime, the Commune Police will transfer the case to the investigation agency for handling according to regulations," said Mr. Nghia.
According to Mr. Bui Quang Khoi, Deputy Chief of Chi Lang Nam Commune Police, the Commune Police were aware of the incident at the TX motel and went to the scene to check and verify the information but did not see anyone filing a report. By the end of April 2024, the unit received Mr. Th.'s petition and invited him to work. However, it was not until May 17 that Mr. Th. appeared at the Commune Police headquarters. Here, the authorities made a record and verified the initial information. Mr. Th. also provided the police with some additional related information. In particular, Ms. Thuy's real name is Nguyen Thi T., born in 1965, residing in Quynh Phu (Thai Binh).
According to Mr. Khoi, in the petition, Mr. Th. was the victim, so in the next meetings, the Commune Police did not send an invitation but exchanged information over the phone. However, the Commune Police force contacted Mr. Th. many times but he did not cooperate. Mr. Th. said that the value of his lost property was very large, so the Commune Police did not have the authority to handle it. He requested the Investigation Agency of Thanh Mien District Police to directly handle and verify the case.
“From the information provided by Mr. Th. and the images at the scene, we do not have enough evidence to determine that Ms. Thuy is the person who took the necklace and 40 million VND in cash from Mr. Th. In addition, is the necklace that Mr. Th. lost really made of gold? As for Ms. Thuy, we have visited her residence 14 times but have not met her,” Mr. Khoi informed.
According to lawyer Tran Trung Kien, A Dong Law Office (Hai Duong City), the 2015 Criminal Procedure Code (amended and supplemented in 2021) stipulates that a crime denunciation is an individual discovering and denouncing an act with signs of a crime to a competent authority. This Code also clearly states that the time limit for handling a crime denunciation is no more than 2 months. This is also the milestone that determines the responsibility of the investigation agency.
In this case, the information provided by Mr. Th. is not sufficient to determine that this is a source of information to report a crime. Evidence at the scene cannot confirm that Ms. Thuy has committed a violation of the law. Therefore, to strengthen the source of information, Chi Lang Nam Commune Police must classify, verify and clarify the initial information in accordance with regulations.
Mr. Th. should proactively cooperate with the authorities to clarify related information. Chi Lang Nam Commune Police continue to speed up the investigation process and verify information sources to clarify the case.
