At noon on October 16, a group of teenagers on 5-6 motorbikes were speeding on Nguyen Luong Bang Street (Hai Duong City), starting from the direction of May Su intersection. The group committed many violations at the same time: not wearing helmets, no rearview mirrors, no license plates, weaving and swerving. At that time, the density of vehicles on Nguyen Luong Bang Street was quite high. After speeding and overtaking recklessly, the group drove side by side, obstructing traffic. The brazen act of defying the law by the group of teenagers made many passersby angry.
