Recently, a section of road in the area of ​​alley 36 Nhat Tan street, Tu Minh ward (Hai Duong city) has appeared a situation where people arbitrarily put up signs prohibiting trucks and vehicles over 5 tons. If a car is parked on the road, it will be charged 10,000 VND/time, overnight parking 20,000 VND/night. People who need to park a lot of cars must pay monthly at the rate of 300,000 VND/car/month.

People use the excuse that the road is self-opening so they ban vehicles and charge parking fees.

Some residents in this area explained the reason for collecting fees because they contributed to renovating and building this road, so they have the right to collect fees for maintenance.

According to regulations, roads are public property managed by the State. People are not allowed to arbitrarily prohibit vehicles from passing through or collect parking fees.
