The Hai Duong Provincial People's Council is developing a policy to support workers through training with a total budget of nearly 122 billion VND. This is expected to be a "push" to improve the quality of the province's human resources.
Lack of trained labor
Recently, the People's Council of Hai Duong province supervised the current situation of labor resources in the province. The Standing Committee of the Provincial People's Council organized a workshop on "Solutions to improve the quality of human resources to meet the production and business requirements of enterprises in Hai Duong province"
Through monitoring, the workshop showed that human resources, especially trained human resources in Hai Duong, have not met the requirements in both quantity and quality.
In 2023, Hai Duong province's population will be about 2 million people, of which the young labor force aged 15 and over will account for nearly 1 million people. The rate of trained workers with new certificates will reach 32.5%.
The province currently has 8,682 operating enterprises, employing 375,660 workers, mainly unskilled workers with less than 3 months of training.
While the supply of trained labor to the market is still lacking, enrollment in vocational schools is also lacking. Specifically, the vocational training network in Hai Duong currently has 33 vocational training institutions and enterprises participating in vocational training activities with a training scale of 34,600 students/year. In 2023, the enrollment rate of the institutions is low, only recruiting 21,834 students (nearly 38% short of the target).
Every year, it is forecasted that businesses will need about 80,000 workers, many of whom need trained workers and will increase in the coming time.
As a large enterprise in An Phat 1 Industrial Park, Nam Sach District (Hai Duong), Biel Crystal Technology Production Company Limited specializes in manufacturing phone glass screens and has a need to recruit tens of thousands of workers.
Currently, this company is having difficulty finding workers in need. This company is willing to train new graduates, with a salary to both train and work.
Ms. Nguyen Thi To Uyen, Deputy Head of the Department of Labor, War Invalids and Social Affairs of Nam Sach district, said that the difficulties of Biel Crystal Technology Production Company Limited are also common difficulties of many businesses in the area due to the lack of quality labor.
"With the scale of industrial parks under construction and planned, the demand for labor, especially trained labor, is expected to be very large, especially in the electronics and high-tech industries. Recently, the Provincial People's Council has supervised, organized seminars and drafted policies, hoping that this participation will contribute to improving the province's human resources," Ms. Uyen shared.
Expected to support workers through training of nearly 122 billion VND
Recently, the Department of Labor, War Invalids and Social Affairs has advised the Provincial People's Committee to draft a report to submit to the Provincial People's Council to regulate the policy of supporting workers who have been trained at vocational training institutions in the province and is collecting comments in November. The cases eligible for support are students and trainees enrolled in the period 2025-2027.
According to the proposal, each permanent resident worker in Hai Duong who has completed elementary vocational training or less than 3 months of training at a vocational training facility in the province will be supported with 2 million VND upon completing the course, being granted a certificate and signing a labor contract of 3 months or more at an enterprise or production facility.
Permanent workers in Hai Duong who have completed intermediate and college level training in some occupations with high labor demand and suitable for the province's investment attraction at vocational training institutions in the province will also be supported with 2 million VND/person upon completing the course and being awarded an intermediate/college degree.
Workers who have been trained in specialized, arduous, and hazardous fields are supported with 5 million VND/person for intermediate level and 7 million VND/person for college level.
Trained workers who have completed military service, people's police, and have intermediate or college degrees in fields such as engineering technology, logistics, information technology (software application)... will receive support, with a maximum of 20 million VND/person.
The estimated cost of implementing this policy is nearly 122 billion VND, with tens of thousands of people to be supported.
If approved, this policy will contribute to attracting workers to learn vocational skills, increasing the rate of trained workers with certificates in the province to reach the target set by the Provincial Party Congress to reach 33% by 2025 and 43% by 2030.
Mr. Nguyen Cong Hai, a delegate of the Hai Duong Provincial People's Council and a business owner, said that if this policy is passed, it will have a positive impact on attracting training and improving the quality of labor resources in Hai Duong.
"Policy dissemination to people and businesses needs special attention to attract workers. However, in parallel with implementing this policy, it is necessary to focus on synchronously implementing many other solutions to create a clear change in the quality and quantity of human resources in Hai Duong," Mr. Hai added.
It is expected that the Hai Duong Provincial People's Council will consider the policy to support workers who have been trained at vocational training institutions in the province at the regular year-end meeting taking place in early December.
