On the afternoon of May 20, Mr. Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee chaired a meeting with departments and branches to listen to reports on the progress of the project implementation related to human resources and tuition support mechanisms for high school graduates.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Hung acknowledged the efforts of departments, branches and localities in implementing the Project "Developing human resources to meet production and business requirements, contributing to building Hai Duong into a modern industrial province by 2030". However, some implementation targets are still low, not meeting the set progress; some difficulties and problems have appeared during the implementation process.

To achieve the project's goals, the Vice Chairman of the Provincial People's Committee emphasized the need to soon complete the "Job" application of App Smart Hai Duong so that training institutions and workers inside and outside the province can grasp the training needs and find jobs. Accelerate the implementation of collecting, updating, editing, and synthesizing information about workers in the province in 2024. Strengthen market development and labor training linkage to create a high-quality labor force. Focus on improving facilities for vocational training schools.

Vice Chairman of the Provincial People's Committee Nguyen Minh Hung emphasized the need to continue improving the material and spiritual life of workers. In particular, focusing on implementing social housing projects, organizing many cultural and artistic activities, building cultural and sports facilities to serve workers and laborers in industrial clusters and zones. Paying attention to the education of workers' children so that they can feel secure in production.

Regarding the development of a Resolution on tuition support for high school graduates when businesses order intermediate and college level training from vocational training institutions in Hai Duong province, after listening to opinions from various sectors, the Vice Chairman of the Provincial People's Committee assigned the Department of Labor, War Invalids and Social Affairs to absorb the opinions of delegates and further study the loan policy for students from the perspective of making the most of the policies. The Department needs to develop several options for selection such as: repaying the loan according to a suitable schedule or paying after completing the course...

The Vice Chairman of the Provincial People's Committee also suggested using the grassroots state management system to bind citizens' responsibilities to state policies.

Regarding time, units need to speed up the research progress to ensure that by July they can submit the draft resolution at the meeting of the Provincial People's Council.

The Vice Chairman of the Provincial People's Committee requested that businesses provide information on their needs so that they can train workers in accordance with their requirements. Businesses can cooperate in training, contributing to improving the quality of human resources and reducing pressure on training facilities as well as apprentices.

According to the report of the Department of Labor, War Invalids and Social Affairs, up to now, 10/13 basic targets of the project have met the set plan. Some high targets are the rate of trained workers with certificates reaching 32.5% (the target by 2025 is 33%). The rate of junior high school graduates continuing to study at vocational education centers - continuing education and vocational schools is 21.9% (the target by 2025 is 20-25%). The rate of unskilled and simple labor force in enterprises is about 67.8% (the target by 2025 is below 65%)...

According to the draft Resolution on tuition support for high school graduates when enterprises order intermediate and college level training with vocational training institutions in Hai Duong province, the province will coordinate with enterprises in supporting tuition for high school graduates to study vocational training according to the needs of enterprises. This is to reduce difficulties for students studying vocational training and to improve the quality of human resource training.
