Prime Minister Pham Minh Chinh has just signed Decision No. 1242/QD-TTg dated October 25, 2023 to strengthen the Steering Committee for innovation and development of collective economy and cooperatives.
Accordingly, the National Steering Committee on Collective Economy (Steering Committee) is an inter-sectoral coordination organization with the function of assisting the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral tasks on the development of collective economy and cooperatives.
The Steering Committee is responsible for researching and proposing to the Prime Minister directions and solutions to resolve important, inter-sectoral issues on collective and cooperative economic development. At the same time, it assists the Prime Minister in directing, harmonizing and coordinating activities between ministries, branches, central agencies and localities in resolving important, inter-sectoral issues on collective and cooperative economic development.
The Steering Committee assists the Prime Minister in guiding and urging ministries, branches, central agencies and localities in developing, perfecting and guiding mechanisms and policies related to management, administration and implementation; reviewing, concluding and rewarding the implementation of collective economic and cooperative development.
Regarding the organizational structure of the Steering Committee, the Head of the Steering Committee is the Deputy Prime Minister. The Deputy Heads include: Minister of Planning and Investment (Permanent Deputy Head); Minister of Agriculture and Rural Development; Chairman of the Vietnam Cooperative Alliance.
The Steering Committee members include Deputy Ministers of the following Ministries: Planning and Investment; Agriculture and Rural Development; Finance; Transport; Industry and Trade; Construction; Natural Resources and Environment; Science and Technology; Labor - Invalids and Social Affairs; Culture, Sports and Tourism; Information and Communications; Education and Training.
The Steering Committee also includes: Vice Chairman of the Ethnic Committee; Vice Chairman of the Government Office; Deputy Governor of the State Bank of Vietnam; Deputy General Director of Vietnam Social Security; Deputy Head of the Central Economic Committee; Leader of the Economic Committee of the National Assembly; Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Vice Chairman of the Central Committee of the Vietnam Farmers' Union; Vice Chairman of the Central Committee of the Vietnam Women's Union; Vice Chairman of the Vietnam Cooperative Alliance and Chief of Office of the National Steering Committee on Collective Economy.
Regarding the working regime of the Steering Committee, the Steering Committee operates under a regime that emphasizes the personal responsibility of the head. The members of the Steering Committee work part-time. In case of changes in the leadership representatives participating in the Steering Committee, the relevant ministries, branches and agencies shall send a written report to the Standing Committee of the Steering Committee to supplement and adjust the members of the Steering Committee.
The Ministry of Planning and Investment is the Standing Body of the Steering Committee, responsible for perfecting the Office of Innovation and Development of Collective and Cooperative Economy into the Office of the National Steering Committee on Collective Economy to assist the Steering Committee; on the basis of using the apparatus of the Department of Cooperative Economy and part-time civil servants of relevant ministries and agencies; ensuring that the organizational apparatus and civil servant payroll are not increased.
Decision 1242/QD-TTg takes effect from the date of signing (October 25, 2023) and replaces Decision No. 352/QD-TTg dated March 22, 2017 of the Prime Minister establishing the Steering Committee for innovation and development of collective economy and cooperatives.
According to Tin Tuc newspaper
