During the discussion session at the 4th Session of the 15th National Assembly on the morning of October 31 on the implementation of policies and laws on practicing thrift and combating waste in the 2016-2021 period, delegate Nguyen Thi Viet Nga expressed concern about the fact that waste always occurs more in the public sector and at a more serious level than in the private sector. According to the assessment of the Supervisory Delegation, all levels and sectors have basically implemented the program of practicing thrift and combating waste; attention has been paid to the work of advising and issuing related documents; quality has been gradually improved, meeting practical requirements.
"However, despite the efforts, there are still many losses and wastes in the public sector, from tax arrears and tax losses to thousands of projects that are behind schedule and have to adjust investment decisions; projects that are lost and wasteful and are being prosecuted; and losses of public funds... Every year, the National Assembly reviews reports related to the content of practicing thrift and fighting waste and implementing many programs from the central to local levels, but the results achieved are not as high as expected. Waste and loss in the public sector still occur and are alarming," said delegate Nguyen Thi Viet Nga.
Agreeing with the causes and responsibilities of the limitations pointed out by the Supervisory Delegation, delegate Nguyen Thi Viet Nga said that there is another fundamental cause due to the individual's awareness of only focusing on personal interests. Saving and fighting waste in the public sector requires people to put the interests of the community and the national interest above all else to make efforts in every action, from the smallest ones such as saving time to effectively and reasonably using public assets.
"It is quite common that the same individual treats public property differently than private property. A pragmatic and selfish lifestyle is the root cause of public waste, and saving and fighting waste is not only about complying with legal regulations but first of all, having a civilized lifestyle. In addition to perfecting the legal system, special attention should be paid to cultivating and improving ethics," said delegate Nguyen Thi Viet Nga.
According to the delegate, the Government and the National Assembly need to pay more attention to comprehensive cultural development, focusing on educating a civilized and cultural lifestyle. If saving and fighting waste do not become a personal lifestyle, no matter how synchronous and strict the legal system is, it will not be effective.
