Additional charges against driver and 2 teachers in case of 5-year-old boy left in car

On May 31, the Investigation Police Agency of Thai Binh City Police issued a decision to supplement the decision to prosecute the criminal case of "Lack of responsibility causing serious consequences" related to the case of child TGH (born in 2019, studying at Hong Nhung Kindergarten, campus 2) who died on the school bus.

The Investigation Police Agency of Thai Binh City Police also prosecuted and issued a 3-month temporary detention order against driver Nguyen Van Lam (born in 1965, residing in Quang Trung Ward, Thai Binh City) for the crime of "involuntary manslaughter", stipulated in Article 128 of the Penal Code.

In addition, the unit also prosecuted the accused and applied preventive measures to prohibit two teachers of Hong Nhung Kindergarten, Campus 2, from leaving their place of residence for the crime of "Lack of responsibility causing serious consequences".

These two teachers are Doan Thi Nham (born in 1998, residing in Thai Binh City) and Nguyen Thi Phuong (born in 1966, residing in Thai Binh City) in charge of the class where TGH studies.

Previously, on May 29, the Investigation Police Agency of Thai Binh City Police issued a decision to prosecute the case of "Involuntary manslaughter".

On May 30, the investigation agency prosecuted and issued a temporary detention order for Phuong Quynh Anh (born in 1986, residing in Phuc Ha village, Vu Phuc commune, Thai Binh city) for the crime of "Involuntary manslaughter" under Article 128 of the Penal Code. Quynh Anh is a teacher at Hong Nhung 2 Kindergarten and is also responsible for picking up and dropping off children.

According to the investigation, at around 6:20 a.m. on May 29, Mr. Nguyen Van Lam drove a 29-seat car with Phuong Quynh Anh to pick up TGH and 9 other students to go to school. When arriving at the school, driver Lam opened the car door for the teacher and the students to go to class by themselves.

After that, Mr. Lam drove his car to the school gate and left. When he entered the classroom, the class teacher took a photo of the students' attendance and sent it to the school's software for monitoring and management. He discovered that H. was absent, but did not notify the family.

At around 5:00 p.m. the same day, his uncle came to pick him up and discovered that H. was not in class and had been left on the school bus, leading to his death.
