Collecting and assembling illegal rice field soil, an individual in Binh Giang was fined 25 million VND

On April 4, the People's Committee of Binh Giang district decided to fine Mr. Tran Van Ng. (born in 1985) in Phuc Le village, Vinh Hong commune for buying, selling, transporting, storing, and consuming minerals of illegal origin worth from 50 million VND to less than 70 million VND.

Previously, at 3:45 p.m. on February 8, 2025, at Phuc Le village, Vinh Hong Commune People's Committee discovered that Mr. Tran Van Ng. illegally gathered rice field surface soil to transport and sell to people for leveling, but there were no sales documents and no proof of origin.

On March 23, after working with the People's Committee of Vinh Hong commune, Mr. Ng. confirmed that the land was gathered to serve the purpose of buying and selling land for leveling, without any invoices or documents proving the origin of the land, the volume of gathered land was 400 m³worth 55 million dong

Pursuant to Clause 9, Article 17, Decree No. 98/2020/ND-CP dated August 26, 2020 of the Government stipulating administrative sanctions for violations in commercial activities, production, trading of counterfeit and prohibited goods and protection of consumer rights, Mr. Ng. was fined 25 million VND and had all the landfill land gathered at the site confiscated.
