Comrade Tran Quang Canh, Director of Hai Duong Department of Health, said that in the first 6 months of 2023, the health sector has stabilized. The sector recruited 25 doctors, many of whom have postgraduate degrees. The policies to attract human resources in the health sector have been met promptly. The sector has built a job position structure, recruited human resources and has not encountered major difficulties. Currently, problems related to bidding for the purchase of medical equipment, supplies and drugs have been gradually resolved. The local drug bidding package was completed 1 month ago, and localities are purchasing to meet the medical treatment needs of the people. "By July 15, the sector will complete the plan to select drug bidding contractors, ensuring that there is no drug shortage," the Director of Hai Duong Department of Health added.

Regarding the proposal of some localities to adjust the land use fee regulation rate, the Director of Hai Duong Department of Finance said that the current regulation rate will establish the leadership of the provincial budget, prioritizing resources to invest in key projects of the province's scale to create development momentum. "To create investment resources, in the coming time, districts need to improve the efficiency of approving and investing in projects; promote bidding and auctioning of projects instead of clearing land, investing in infrastructure to auction land use rights", comrade Nguyen Trong Tue expressed his opinion.

Comrade Nguyen Hoai Long, Director of the Hai Duong Province Construction Investment Project Management Board, assessed that the province's public investment situation is promising. However, the province needs to make specific adjustments and speed up planning progress to remove obstacles for projects. Traffic projects are based on regional planning; hospital projects, public administration centers, sports training centers, and agricultural projects must also be integrated into the province's planning. "Good planning is needed for sustainable development, avoiding the situation where projects have to be stopped or adjusted many times while they are being implemented, causing difficulties in disbursement," said Comrade Nguyen Hoai Long.

Promote investment attraction

Participating in the discussion, Comrade Doan Duc Vinh, Deputy Head of the Internal Affairs Committee of Hai Duong Provincial Party Committee, highly appreciated the results of attracting investment in the province since the beginning of the year. To continue improving the investment and business environment, the province needs to consider re-activating the Steering Committee for domestic investment projects as before to promptly resolve and remove obstacles to support businesses to speed up progress and put approved projects into operation. "The province is also considering establishing a working group to review the procedures related to attracting investment to thoroughly resolve obstacles and create favorable conditions for investors," the Deputy Head of the Internal Affairs Committee of the Provincial Party Committee suggested.

Comrade Nguyen Ngoc Sam, Provincial Party Committee member, District Party Committee Secretary, Chairman of Tu Ky District People's Council, recommended that the province should encourage the development of private schools.

Regarding investment attraction, comrade Nguyen Trung Kien, Head of the Management Board of Industrial Parks of Hai Duong province, said that the progress of industrial park implementation is not slow because the province has been determined and made efforts to build many industrial parks. The implementation speed is fast, the occupancy rate of some industrial parks is high. Investment procedures for enterprises have been shortened, many problems have been resolved promptly. "To create conditions for enterprises from the time they are granted investment certificates to when they start production and operation, agencies and units need to coordinate closely according to their functions, tasks and decentralization and delegation of authority," comrade Nguyen Trung Kien suggested.

Some delegates said that in the face of current challenges, to promote investment attraction, the provincial and district levels need to take drastic actions to create clean land and attract businesses to invest in the area. Promotional activities need to continue to be innovated. Encourage business households to switch to the form of enterprises for better management and increased budget revenue. Some delegates said that in order to compare, contrast, and properly assess the level of task completion of departments, branches, and localities, the province also needs to accelerate the implementation of the Department and District Competitiveness Index (DCCI) survey to create a driving force to promote competition and create more positive changes.

Need to forecast the situation closely

Comrade Nguyen Minh Hung, member of the Provincial Party Committee, Vice Chairman of the Hai Duong Provincial People's Committee, said that in the coming time, continuing to reorganize commune-level administrative units from 2023 to 2030 is a very difficult issue. Hai Duong needs the focus and participation of the entire political system. In particular, propaganda work needs to be carried out from now on so that people agree to implement. "The Party Committee of the Provincial People's Committee has directed localities to review and develop preliminary plans in conjunction with the regional planning of the district level. Proactively prepare plans to arrange offices, cadres and civil servants to avoid waste," the Vice Chairman of the Provincial People's Committee added.

Comrade Nguyen Quy Trong, Editor-in-Chief of Hai Duong Newspaper, Chairman of Hai Duong Provincial Journalists Association, suggested that the evaluation reports should be more clarified, pointing out typical good practices and poor practices in each field, each industry, each locality. It is necessary to forecast and clarify the specific contexts of the province such as difficulties in budget revenue and issues that may arise. In the work of evaluating cadres, the province needs to continue to specify methods to improve the quality and effectiveness of other stages in cadre work, removing bottlenecks in solving work from the cadre team. Hai Duong also needs to pay more attention to information and propaganda work, especially major events from now until the end of the year to contribute to serving the socio-economic development of the province.

Agreeing with the above opinion, comrade Nguyen Thanh Trung, member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism of Hai Duong said that he will advise the province to organize propaganda activities and the Con Son - Kiep Bac Autumn Festival program in an innovative, worthy direction, creating highlights, especially when Hai Duong is actively coordinating with Bac Giang and Quang Ninh provinces to complete the World Heritage Profile of the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac relic and landscape complex.

Some delegates suggested that the province continue to pay attention to allocating resources to ensure social security; improve the spiritual life of the people. Along with promoting socio-economic development, Hai Duong also needs to focus on solving arising issues such as environment, employment, social order and safety, etc.
