Unable to log into the system from morning until early afternoon, the registration for the Hanoi National University's competency assessment exam on February 18 caused many candidates to struggle for hours to compete for a spot.

At 9:00 a.m. on February 18, Hanoi National University officially opened the registration portal for the first three rounds of exams (rounds 401, 402, 403) with about 51,500 test takers.
However, when the registration portal was opened, many candidates were unable to access the system, the website kept reporting errors. The system "crash" made both candidates and parents worried, struggling for hours to find a place in the exam.
The Hanoi National University Examination Center said that after only nearly 30 minutes, the system recorded over 96,200 login accounts, while the system could only handle 85,000 accounts accessing at the same time, leading to network congestion.
At 2:30 p.m. the same day, the registration system returned to normal operation when a portion of candidates completed selecting their exam sessions.
In previous years, when Hanoi National University opened the exam registration portal, there was also a short local network congestion, in 2023 it lasted about 90 minutes.
On February 23, Mr. Nguyen Tien Thao, Director of the Examination Center of Hanoi National University, said that the number of candidates interested in the competency assessment exam was very large. On the first day of opening the registration portal, all exam slots were full.
According to Mr. Thao, the local network congestion for many hours was partly due to "virtual candidates" who were interested in the exam and registered for a trial exam, even for the next exam they still registered for consideration even though they did not register for the exam, some candidates registered for the exam just as a backup.
"Up to now, there are still 1,000 candidates who have not paid, nor confirmed to take the exam, so the exam session is automatically canceled," said Mr. Thao.
According to Mr. Thao, in the coming time, the Testing Center will open the portal to serve 50,000 exam seats for the upcoming May and June exams (exams 404, 405, 406). The registration portal will be open from March 6 to April 30.
To overcome network congestion, the Testing Center will coordinate with a third party to maximize bandwidth and transmission lines to accommodate over 150,000 candidates logging into the system at the same time, but the number of exam seats is still limited to only 50,000 candidates to choose from.
"Computer-based testing requires high technical safety standards, so it is not easy to expand the number of testing machines if safety is not met, safety must be number 1.
Candidates should review well, take the exam once to get a high score, avoid taking the exam many times to gain experience, because taking the exam many times will not change the score, causing social waste, affecting candidates who want to take the exam but do not have the opportunity to register," Mr. Thao advised candidates.
In 2022, according to regulations, after 28 days candidates can register for a new exam session. Many candidates register for the exam multiple times, causing waste without much improvement in quality.
To ensure that waste, pressure, and inefficiency are avoided for candidates, from 2023, Hanoi National University will stipulate that each candidate can only take the exam twice.
The main subjects of the Hanoi National University's competency assessment test are students studying the 12th grade program. Hanoi National University's competency assessment test does not encourage 11th grade students to take it.
