16 old apartment buildings in Ngo Quyen district will be demolished to create a land fund of about 10 hectares for resettlement, auction and reserve land fund.
This policy has just been approved by the Hai Phong City People's Council with a total investment of more than 580 billion VND, implemented from 2023 to 2027. In 10 hectares of land, the city will build a resettlement area of 4.5 hectares with 267 plots of land with complete technical infrastructure, 1.2 hectares for flower gardens and trees. The remaining area will be auctioned to create a budget and a part will be used as reserve land.
To implement the project, Hai Phong City will clear the land and demolish 5 old apartment buildings in the 311 Da Nang area and 11 old apartment buildings in the Van My area. These buildings are home to more than 2,000 households, were built 50 years ago, are classified as dangerous, and need to relocate residents.
Hai Phong City has 205 old apartment buildings with more than 8,000 apartments, of which 27 need renovation; 178 seriously degraded apartment buildings must be demolished, 7,000 households must be relocated to build new ones. Ngo Quyen District has the largest number of degraded old apartment buildings with 133 buildings (5,800 apartments).
Hai Phong once planned to invest 6,000 billion VND to build new or renovate 187 old and degraded apartments in 2021. However, by 2022, the city decided to implement a project to build social housing combined with solving housing for households living in the above old apartments.
It is expected that by 2025, households living in old apartment buildings that cannot be renovated will be arranged new accommodation.
