Based on identifying existing advantages, the planning of Hai Duong province for the period 2021-2030, with a vision to 2050, orients agricultural production development according to 6 typical regions and 3 strategic pillars.

Hai Duong is a locality with great potential for agricultural development. Therefore, the provincial planning clearly identifies the province's agricultural advantages for zoning development to maximize the strengths and increase production value. The province determines to promote the agricultural sector structure towards concentrated commodity production, applying high technology, smart agriculture, and organic agriculture to increase added value and sustainable development, towards developing a multi-value agricultural economy. Hai Duong strives to become the center of agricultural production and processing in the Red River Delta, serving the domestic market and export.

The province builds three strategic pillars in agricultural development based on the sectors of the industry. These are developing the value chain of cultivation, expanding the domestic market and exporting from key products such as rice, vegetables, fruit trees, etc. Livestock will develop livestock and poultry in an industrial, modern, sustainable direction, adapting to climate change associated with developing value chains, increasing added value, ensuring biosafety, disease, environment and food safety, meeting domestic market demand and serving export. Aquaculture will develop key aquatic species, concentrated aquaculture areas and logistics services, meeting domestic market demand and export.
