According to the draft resolution regulating the content and level of expenditure developed by the Department of Information and Communications for consultation, the Nguyen Luong Bang Journalism Award will be held once a year.

On the afternoon of October 23, the Department of Information and Communications of Hai Duong had a working session with the Journalists Association, the Department of Finance, Hai Duong Newspaper, and the provincial Radio and Television Station to seek opinions on drafting a resolution regulating the content and level of expenditure for the Nguyen Luong Bang Journalism Award.

According to the Department of Information and Communications, the Nguyen Luong Bang Journalism Award is held every 5 years, starting in 2000. Up to now, there have been 5 award cycles.

However, due to the long awarding period (5 years/time), the timeliness of press works is not guaranteed. Many works have been invested in and information collected, but by the time of awarding, the works have lost their timeliness, even become outdated in content, affecting the awarding results.

Also because of the long award consideration period, the work of archiving and preserving works is not guaranteed, especially radio and television works, many works are lost, images and sound are of poor quality.

Regarding the award level, the most recent period was 2015-2020, each work winning the A prize had a reward of 18 million VND, the B prize 12 million VND, the C prize 9 million VND, and the consolation prize 3.5 million VND.

With the scale of organizing every 5 years, the award level is still low compared to reality. This affects the motivation and encouragement of journalists to invest in high-quality works to participate.

In addition, Hai Duong province does not have a mechanism to regulate the press awards regarding the content of the award, the award level, the organization cost, the impact on the implementation process, and the award level.

At the working session, according to the draft resolution of the Provincial People's Council regulating the content and level of expenditure for the Nguyen Luong Bang Journalism Award developed by the Department of Information and Communications, this award is held once a year.

The award structure includes 2 A prizes, 5 B prizes, 9 C prizes and 14 consolation prizes. The spending level will be reviewed and adjusted appropriately before the Department of Information and Communications completes the submission and draft resolution to report to the Provincial People's Committee, as a basis for submission to the Provincial People's Council.

Also at the meeting, the Department of Information and Communications asked for opinions on adjusting unit prices in the fields of print newspapers, electronic newspapers, radio and television according to the new basic salary level.

The Nguyen Luong Bang Journalism Award is named after the famous soldier, revolutionary activist, and Vice President Nguyen Luong Bang. He was a native of Hai Duong and the founder of Cong Nong Newspaper, the first revolutionary newspaper in Hai Duong.

On December 5, 2000, the People's Committee of Hai Duong province issued Decision No. 3802/QD-UB on promulgating regulations for the Nguyen Luong Bang Journalism Award. This is the highest journalism award of the province, for outstanding journalistic works about Hai Duong. The award is held every 5 years.

Through 5 award periods (from 2000-2020), the Nguyen Luong Bang Journalism Award has attracted nearly 600 authors and groups of authors inside and outside the province to submit 618 entries, in 4 categories, including reflection, political commentary, news, and press photos.
