Hai Duong plans to spend nearly 5.5 billion VND more each year for grassroots medical staff.

At the October meeting (2nd time) of the Provincial People's Committee, the Hai Duong Department of Health submitted a draft Resolution regulating the quantity and level of monthly support for medical staff in villages and residential areas in Hai Duong province.

On the morning of October 9, comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the October meeting (2nd time).

At the meeting, the Hai Duong Department of Health submitted to the Provincial People's Committee a draft Resolution regulating the quantity and level of monthly support for medical staff in villages and residential areas in communes, wards and towns in Hai Duong province.

According to the Department of Health, in recent years, the team of village and residential area health workers has played a very important role in primary health care right from households, hamlets, and residential areas. The regime for village and residential area health workers in the past has been implemented in 2 phases. In the 2011 - 2020 period, implementing Decision No. 75/2009/QD-TTg dated May 11, 2009 of the Prime Minister on the regulation of allowances for village and hamlet health workers, the joint health - finance - internal affairs sector has advised the Provincial People's Committee to issue Decision No. 3337/QD-UBND dated December 3, 2010 on the regulation of the number and level of allowances for village and residential area health workers in communes, wards, and towns in Hai Duong province. Accordingly, each village and residential area is assigned 1 health worker; Monthly allowance equal to 0.3 times the basic salary.

From 2021 to present, only 909 village health workers received a monthly allowance equal to 0.3 times the basic salary/person/month according to Decision No. 3647/QD-UBND dated December 8, 2021 regulating the number and level of allowances for village health workers in communes in the province, while 432 residential health workers did not receive it. Therefore, from 2021 to present, there are no active medical workers in residential areas.

The draft resolution applies to medical staff working in primary health care in villages and residential areas as prescribed in Point a, Clause 2, Article 1 of Circular No. 27/2023/TT-BYT dated December 29, 2023 of the Ministry of Health regulating standards, functions, tasks, scope of medical examination and treatment activities and professional training content for medical staff in villages and hamlets; midwives in villages and hamlets.

The state budget is expected to spend more than 13.1 billion VND per year in monthly support for village and residential area health workers. Of which, 392 villages have less than 350 households and 304 residential areas have less than 500 households, the expected expenditure for these 696 health workers is nearly 489 million VND/month (equivalent to 702,000 VND/person/month).

The total number of villages with 350 households or more is 517 villages and the number of residential areas with 500 households or more is 128 residential areas. The estimated expenditure is more than 603 million VND/month (equivalent to 936,000 VND/person/month).

Currently, the monthly support for 909 village health workers is over 638 million VND/month, or nearly 7.7 billion VND/year. Thus, the state budget must spend an additional 5.5 billion VND/year.

The Department of Health proposed that the Provincial People's Committee submit the Resolution to the Provincial People's Council for consideration and approval at the meeting at the end of this year. At the same time, it proposed that the Provincial People's Committee issue a decision to abolish Decision No. 3647/QD-UBND dated December 8, 2021 regulating the number and level of allowances for village health workers in communes in the province from the effective date of the Resolution regulating the number and level of monthly support for village health workers and residential areas in communes, wards and towns in Hai Duong province to avoid overlapping in beneficiaries of support policies.

In his concluding remarks, Chairman of the Provincial People's Committee Le Ngoc Chau assessed that the draft Resolution reported by the Department of Health had sufficient legal and factual basis. Village and residential area health workers play an important role in primary health care for the people, so support for this force is necessary. The Provincial People's Committee agreed on the content of the draft resolution and assigned the Provincial People's Committee Office to complete it to report to the Standing Committee of the Provincial Party Committee and report at the nearest Provincial People's Council meeting.

At the meeting, the People's Committee of Hai Duong province also reviewed reports from the Department of Planning and Investment on the proposal to issue a Decision on the List of land plots for bidding to select investors using land in Hai Duong province; report on proposed adjustments to investment policies for the projects: Investment in the construction of the road and Van bridge connecting National Highway 37 from Chi Linh city to the approach road to Trieu bridge, Kinh Mon town; Investment in the construction of the extended provincial road 396 (the section connecting from provincial road 391 to provincial road 390); Upgrading and expanding provincial road 391 from Hai Duong city to the East-West axis road, Hai Duong province; Report on proposed investment policy for the National Highway 5 service road project on the right from Ghe intersection to Lai Cach intersection (km40+240-km43+870) for the remaining sections and from Lai Cach commercial urban area to the end of Cam Binh Shoe Company on the left (km44+205-km44+795); report on proposed investment policy for the project to build a new evidence warehouse of the Civil Judgment Enforcement Department of Hai Duong province. Review the report on the zoning plan for the construction of Hoang Dieu industrial park, Gia Loc district, scale 1/2000 of the Department of Construction.
