Speaking at the meeting hall, Chairman of the Provincial People's Committee Trieu The Hung thanked the Provincial People's Council delegates for actively discussing the reports and submissions of the Provincial People's Committee and acknowledged the efforts of all levels and sectors in 2023.

On behalf of the Provincial People's Committee, Comrade Trieu The Hung seriously accepted the limitations pointed out by the Provincial People's Council delegates and proposed a number of key tasks to be implemented in 2024.

Regarding the direction and administration of the Provincial People's Committee, Comrade Trieu The Hung affirmed that the Provincial People's Committee always closely follows and organizes the implementation and strict implementation of directives, resolutions, decisions, and directive documents of the Government, the Prime Minister, and resolutions and directives of the Provincial Party Standing Committee and resolutions of the Provincial People's Council. The settlement of basic administrative procedures meets requirements and is not pending.

In the process of direction and administration, the Provincial People's Committee always ensures the principle of working under the collective regime, making decisions by majority, promoting the role of the collective in conjunction with enhancing the personal responsibility of each member of the Provincial People's Committee.

Affirming that the Provincial People's Committee and its leaders always innovate management methods, Comrade Trieu The Hung said that key issues have been focused on directing, resolving, promptly handling, and removing many arising issues, issues of public concern, and existing issues. Comrade Trieu The Hung pointed out a number of outstanding results in implementing the socio-economic development tasks in 2023 and the 2024 plan. The achieved results affirm the determination in leadership and direction of the Party Committee, the government, the entire political system, and the efforts to overcome difficulties and rise up of the people and the business community of the whole province. This is the result of a process of continuous and persistent efforts over many years and many terms.

In 2024, Hai Duong strives for GRDP to increase by 9% or more

Speaking at the meeting, comrade Trieu The Hung pointed out four limitations that need to be overcome in the coming time regarding attracting domestic and foreign investment capital; essential social infrastructure; low budget collection at district and commune levels; and accelerating the disbursement of public investment capital.

Emphasizing that 2024 is a very important year in implementing the 5-year socio-economic development plan 2021-2025, comrade Trieu The Hung said that the Provincial People's Committee has set out 5 goals, 15 main socio-economic development targets, along with 15 main solutions to achieve the set goals.

In particular, Hai Duong strives for a gross regional domestic product (GRDP) increase of 9% or more, the ratio of development investment capital in the area compared to GRDP reaches 35%, domestic budget revenue strives to increase by 10% compared to the estimate, the value of harvested products on 1 hectare of cultivated land and aquaculture reaches over 205 million VND...

Comrade Trieu The Hung suggested that from the end of 2023 and the beginning of 2024, all levels, sectors and localities should focus on implementing 9 key tasks well. In particular, focusing on implementing resolutions and programs. Announcing and developing a plan to organize the implementation of the provincial planning immediately after being approved by the Prime Minister. Resolutely improving the investment environment, assessing the competitiveness of departments, branches and localities (DDCI). Ensuring major balances, implementing synchronously and flexibly, closely combining fiscal policy with monetary policy and other macroeconomic policies of the State to maintain and promote growth and development goals. Speeding up the implementation of projects. Strengthening state management of land and mineral resources in the province. Continuing to develop comprehensively, synchronously and harmoniously linking economic development with culture and society; innovating in direction and administration.

Expressing his determination to carry out these tasks, Comrade Trieu The Hung hoped to continue to receive the regular leadership and direction of the Provincial Party Committee, the support and supervision of the Provincial People's Council, the participation and comments of the Provincial People's Council delegates, the coordination of the Provincial Fatherland Front Committee and mass organizations, and the business community.
