On the evening of April 28, on National Highway 51 in Loc An Commune, officers from the Thai Lan Intersection Traffic Police Station (Traffic Police Department of Dong Nai Police) checked Thang's alcohol concentration and found it at 0.048 mg/l.
Thang was ticketed by the traffic police for driving on the road with a breath alcohol concentration not exceeding 0.25 mg/liter of breath; no driver's license; no vehicle registration certificate. Thang did not sign the ticket and left. The task force loaded his violating vehicle onto a specialized truck.
Authorities allege that at around 9 p.m., while the traffic police were handling a violation, Thang climbed back onto the traffic police truck and insulted the officers. Thang opened the gas tank, knocked over his motorbike, and set it on fire. The fire quickly spread to three other motorbikes (the violating vehicles were parked in the working group's specialized truck).
Thang was subdued shortly after. The fire was extinguished, but four motorbikes were damaged.
