To achieve this goal, Cam Giang district has built an urban development program with a specific and clear roadmap to complete the criteria of a type IV urban area. The expanded Lai Cach town is the political - economic - cultural center of Cam Giang district, with a close relationship with Hai Duong city and the economic, technical and urban corridor of Highway 5. This will be a key industrial and service area of ​​Cam Giang district, a traffic hub in the western region of Hai Duong city.

According to the Economic Infrastructure Department of Cam Giang district, the urban development program of Lai Cach town to expand to 2025, with a vision to 2035, determines that in addition to the existing area of ​​Lai Cach town, it will expand to neighboring areas including Cam Doai, Cam Dong, Cao An, Dinh Son and Tan Truong communes with a total research area of ​​about 1,477 hectares. Lai Cach urban area is oriented to develop in 3 areas. In addition to the district center, the town will limit development along National Highway 5 and focus on developing 2 strategic areas: the northern and southern areas of the town.

Cam Giang district has determined that the central area of ​​the district plays a key role as the administrative center of the district and essential infrastructure works. This area will focus on building and renovating urban infrastructure to form a modern urban center, which is the architectural landscape for the expanded Lai Cach town and Cam Giang district. Area 2 in the north of the town is oriented to strongly develop industry, services and urban areas; the premise is Lai Cach commercial and service area and existing development points along National Highway 5. Area 3 in the south of the town is oriented to develop with the main role as the new urban area of ​​Cam Giang district center. This area will strongly develop industry, services and trade on the basis of dynamic areas such as Dai An industrial park, Lai Cach new urban area, etc.

According to the Department of Construction, through reviewing and synthesizing the results of assessing the current urban development status of Lai Cach expanded town according to 59 urban standards of type IV, currently, the town has 28 standards with maximum scores, 25 standards with average and minimum scores. There are 6 standards that have not been met related to traffic density, medical facilities, education, civilized street ratio... The total urban score of Lai Cach expanded town has reached 84.21 out of a total of 100 points according to urban standards of type IV.

To complete the missing and weak standards, and at the same time improve the quality of the achieved standards, in the urban development program of Lai Cach expanded town, Cam Giang district has built an implementation roadmap and specific solutions in each stage. The district has built a list of investment project groups, giving priority to implementation, including project groups on urban planning and development, social infrastructure projects, and technical infrastructure projects. The district will renovate and embellish old residential areas, interspersed in the inner city area, combined with planning and construction of resettlement areas, policy housing and new residential areas to create highlights in urban landscape architecture space. Integrate programs for developing basic health care, education, culture and sports, and new rural construction programs into new residential and urban area projects. Investing in the construction of new Cay bridge access roads, national highway 5 service roads through Lai Cach town, upgrading roads 394 and 194B, district road DH19, traffic routes in new urban areas to connect urban development areas, connect urban areas with rural areas, increase land area and traffic density according to the criteria of type IV urban areas... The goal is to promote socio-economic development, improve people's quality of life and protect the environment, develop sustainable urban areas.
