Currently in Hai Duong, there are dozens of residential and urban projects that are behind schedule, lasting for many years, causing land waste.

The Project of Investment in construction of residential area west of An Thanh bridge bypass, Kim Anh commune (Kim Thanh) phase 1 was approved by the Provincial People's Committee for the results of selecting investors in Decision No. 1364/QD-UBND dated April 17, 2019 and approved the adjustment policy in Decision No. 2746/QD-UBND dated October 17, 2022. The project is invested by Hung Thinh Corporation Limited, with a total area of ​​over 9.6 hectares.

This project has basically completed compensation and site clearance support, but there is still a grave with an area of ​​140 m2of a family that has not agreed with the compensation plan. The People's Committee of Kim Thanh district and Kim Anh commune have organized many meetings, propagandized, and mobilized the family to hand over the land, but the family still has not agreed, causing the project to have been out of progress according to regulations for a long time but the infrastructure has not been implemented.

The investor is Hung Thinh Corporation, which has another project that is also stuck, the Investment Project to build a new residential area in Ngoc Son Commune (Hai Duong City). This nearly 8-hectare project was approved for investor selection in 2019. The project has nearly 400 m2The land has not been compensated by Hai Duong City. Because the land has not been handed over, the investor cannot invest in construction.

The project to invest in the construction of a new residential area in Tan Viet commune (Thanh Ha) was approved by the Provincial People's Committee for the selection of contractors to implement the project in Decision No. 2783/QD-UBND dated September 15, 2020, and approved for adjustment in Decision No. 1961/QD-UBND dated June 28, 2021. This project with an area of ​​9.6 hectares is invested by Ha Phuong Group Joint Stock Company.

Immediately after being selected, Ha Phuong Group Joint Stock Company coordinated to implement the project. The investor has advanced more than 27 billion VND (about 60% of the compensation value) to Thanh Ha district to pay compensation for site clearance. Thanh Ha district has paid organizations and individuals whose areas were recovered to implement the project; site clearance has been completed for more than 9.2 hectares, reaching 96.1%. However, there are still nearly 4,000 m2Up to now, it has not been recovered, leading to the project being out of progress according to regulations for more than a year but still not being built.

Mr. Tran Van Hien, Chairman of the People's Committee of Kim Anh Commune, said that there are currently 7 residential and resettlement areas in the commune. Of these, 4 projects have completed site clearance and the investors are currently constructing; 3 projects have been marked as having delayed progress and not ensuring the construction time as prescribed. According to Mr. Hien, the main reason is due to problems with site clearance. Although the area that has not been recovered in the projects is still very small, organizations and individuals with land have not yet agreed on the compensation plan. In some cases, when the local authorities invited them to work, propagate and mobilize, they did not cooperate and could not be contacted.

Ha Phuong Group Joint Stock Company is currently the investor and participating in the investment of 4 residential projects in the province. All 3 projects invested by this company are behind schedule. The representative of Ha Phuong Group Joint Stock Company said that after being selected as the investor to implement the projects, the company proactively coordinated with relevant units and localities to complete compensation and site clearance procedures. However, the time of project implementation was also the time when the Covid-19 epidemic broke out, requiring social distancing, along with difficulties in site clearance. Some families and individuals did not agree with the approved compensation price, requesting a compensation price much higher than the regulations. Recently, the real estate market has been sluggish, the determination of specific land prices of most projects has increased, affecting the implementation of businesses.

There are currently 98 residential and urban area projects in the province. Of these, 58 projects are in the process of site clearance, the remaining projects have completed site clearance or are under construction. Among these, many projects are behind schedule, have exceeded the implementation schedule according to regulations but have not yet been implemented. It is worth noting that most of the projects are source projects, supplementing the budget for localities in reinvesting in public investment projects and works.

At the end of 2024, the Provincial People's Committee established two interdisciplinary inspection teams to inspect and assess the capacity of a number of investors, project owners of residential areas, urban areas, and projects leasing land outside industrial parks. Through checking and reviewing the progress of project implementation by investors, it was found that most projects were slow to be implemented, mainly due to objective reasons and partly due to the responsibility of local authorities. Investors have advanced money to pay compensation to households with land areas within the scope of project implementation. However, some places and localities have not yet thoroughly taken action to propagate and mobilize to speed up the progress of site clearance.

To avoid land waste and contribute to the effective implementation of the province's economic growth scenario for 2025, the Provincial People's Committee has issued many documents directing and urging the Department of Agriculture and Environment, the Department of Finance, and the People's Committees of districts to urgently accelerate site clearance for residential and urban projects. The Provincial People's Committee has also directed that projects that have completed site clearance must promptly hand over land to investors. Departments and branches regularly review and inspect slow-progressing projects; report specific assessments; any project that does not ensure regulations on bidding, investor selection, or delays in project implementation will be considered for termination...

The goal of residential and urban projects in the province is to build new residential and urban areas with synchronous technical infrastructure; form new modern, synchronous residential and urban areas connected to neighboring areas, and generate budget revenue. The projects also contribute to the implementation of urbanization targets according to the goals of the Party Congress. However, slow-to-implement projects have caused land waste, greatly affecting the revenue of localities as well as investment in public investment projects and works.

As of mid-February 2025, the province had 58 residential and urban projects that had not completed site clearance. Of which, Cam Giang district had 8 projects, the most in the province. Next was Kim Thanh with 7 projects; Hai Duong city, Binh Giang district, Thanh Mien district each had 6 projects; Nam Sach district had 5 projects; Thanh Ha and Ninh Giang each had 4 projects; localities including Chi Linh city, Kinh Mon town, Gia Loc district, Tu Ky each had 3 projects.
