Although the number of traffic violations among students has tended to decrease, concerns about traffic safety for them still exist.
After more than 1 year of implementing Directive 31 of the Prime Minister on strengthening the work of ensuring traffic order and safety for school-age children in the new situation, the work of ensuring traffic order and safety for school-age children in Hai Duong has achieved some results. The number of students violating traffic rules and students dying from traffic accidents has decreased. The work of ensuring traffic safety for school-age children has been identified by departments, branches, localities and units in Hai Duong province as a key and regular task.
Coming from Tu Ky district, Trinh Thi Ngoc Minh has to travel about 7 km to Gia Loc High School every day to study. Ngoc Minh shared: “When traveling on Highway 37 with heavy traffic density, I comply with traffic laws to ensure safety for myself and everyone around me.”
Schools throughout the province have thoroughly instructed administrators, teachers and students to strictly implement the regulation of not driving under the influence of alcohol. Parents are advised not to hand over motorbikes or scooters to students who do not have a driver's license or do not meet the legal requirements. Traffic police and schools have actively coordinated to disseminate and educate students about legal knowledge on order and safety of road, rail and inland waterway traffic...
Schools across the province continue to maintain the operation of over 500 "Traffic Safety School Gate" models. A number of traffic safety competitions such as the "Dream Car" contest, "School Traffic", "Youth with Traffic Culture" contest... are organized by units to diversify the content and forms of propaganda and create interest for students in learning about traffic laws.
Mr. Nguyen Van Phuc, Vice Principal of Nguyen Du High School (Hai Duong City) said that the school organized traffic safety propaganda and education sessions for students in the form of extracurricular activities, flag salutes at the beginning of the week; integrating the content of driving skills instruction and safe traffic participation. The functional forces actively coordinated with the school to propagate and educate the law on traffic safety and order.
Along with that, the traffic police force in the whole province increased patrols, control and strictly handled cases of students violating traffic safety order.
The number of schools with students violating the law in the first two months of 2025 in Hai Duong decreased compared to the previous months. Specifically, in January, there were 580 cases of student violations, and in February, there were 241 cases. Previously, from October 1 to 31, the traffic police force of Hai Duong province launched a campaign to ensure traffic safety and order for students. As a result, 1,514 cases of student violations were handled. In November and December 2024, nearly 1,000 cases of student violations were handled each month.
Although the situation of students violating traffic laws has changed positively, there are still many concerns. Recently, in the province, there have been a number of tragic traffic accidents in which the victims were high school students, who were still very young.
At 9:50 p.m. on February 25, LTN, born in 2008 in Vinh Cuong Commune (Thanh Ha), an 11th grade student at a high school in the district, had an accident while riding a motorbike on Provincial Road 390. Her motorbike crashed into a truck numbered 15H-050.21 driven by VTD, born in 1985 in Vinh Niem Ward, Le Chan District (Hai Phong City). As a result, N. was injured and taken to the emergency room, then died at Thanh Ha District Medical Center.
Previously, at nearly 11 p.m. on February 17, a traffic accident on Provincial Road 392 through Thai Minh Commune (Binh Giang) also took the lives of two high school age students. The victims were VXT (born in 2008, in Nhan Quyen Commune) and PTY (born in 2009, in Binh Xuyen Commune, in the same Binh Giang District). T. was carrying Y. on a motorbike from Phu to Nhan Quyen, when they reached km7+400, they had an accident when the motorbike collided with car 34A-313.81 going in the same direction in front of them, which was changing direction to cross the road.
In 2024, the number of students who died in traffic accidents decreased, but the number of cases and injuries remained high. There were 137 accidents involving students in the year, resulting in 27 deaths and 113 injuries. Compared to 2023, traffic accidents and collisions involving students increased by 69 cases, 32 fewer deaths, and 62 more injuries.
In order to continue to promote the implementation of Directive 31, ensuring traffic safety and order for school-age children, the Traffic Safety Committee of Hai Duong province has requested the Department of Education and Training to strengthen inspection, supervision, and urging the implementation of assigned tasks, and enhance the responsibility of affiliated agencies, units, educational institutions, and schools in the province.
The provincial police continue to direct the traffic police force to strengthen patrols and controls, promptly detect and handle violations of traffic order and safety, especially those that pose a risk of causing accidents for students. Strictly handle cases of parents who violate traffic order and safety when picking up and dropping off their children. Resolutely do not allow unsafe vehicles to pick up and drop off students. Check the use of vehicles by students, and strictly handle acts of handing over vehicles to people who are not qualified to drive vehicles.
The Department of Construction regularly coordinates and inspects traffic organization shortcomings in areas where schools are directly connected to national highways and provincial roads, promptly proposes solutions, and strengthens inspection of school bus operations.
Localities strengthen propaganda work to raise awareness, consciousness, and skills to participate in safe traffic to prevent risks of injuries and traffic accidents for children, students, and teenagers.
