Preschool teachers' salaries are low, only 5 - 6 million VND/month.

On the afternoon of November 7, the National Assembly continued to question in the hall about the fields of internal affairs and justice. The Minister of Home Affairs answered about the salary policy for preschool teachers.

Delegate Huynh Thi Phuc, National Assembly Delegation of Ba Ria - Vung Tau province debated with the Minister of Home Affairs. Specifically, through the voters' reflection on the salary, income and working hours of teachers, for secondary school teachers, there is a structure by period, by hour; while for preschool and primary school teachers, it is continuous, especially preschool teachers who have to work continuously from morning to late at night, the work intensity is heavy and hard, but the salary and income are not commensurate with the time and effort.

Regarding salary policy, Delegate Huynh Thi Phuc said that there is still a distinction between commune-level civil servants and other civil servants in the government system. Thereby, the delegate suggested that the Minister of Home Affairs and the Government should pay more attention to preschool teachers, as well as commune-level civil servants.

Minister of Home Affairs Pham Thi Thanh Tra said that implementing Decree 204 and Decision 244, the Party and State have paid attention to the implementation of preferential occupational allowances. Overall, preschool teachers' salaries are very low, currently only about 5 - 6 million VND/month.

Regarding solutions, in the coming time, the Ministry proposes that the Ministry of Education and Training coordinate with the Ministry of Home Affairs when building a new salary table based on job positions on the principles of Resolution 27, the nature of work, and implementing career incentives. On the basis of Resolution 29, ensuring basic salaries, along with allowances, will be higher than the administrative and career salary table. When organizing implementation, attention will be paid to teachers' salaries in general and preschool teachers' salaries in particular.

Regarding the salary policy for commune-level civil servants and other civil servants, the Minister of Home Affairs clarified that in reality, there are two civil service regimes: commune-level civil service regime and district-level regime and above. However, for commune-level civil servants, the policies and regimes are similar to those of district-level civil servants and above in terms of standards, conditions, and job positions, which are very clear, but commune-level civil servants are not yet included in the total payroll of the political system.

In the coming time, the Ministry of Home Affairs will continue to complete the project of linking civil servants at the commune level with the district level to build a common, complete and modern civil service regime. Regarding the delay in building job positions in public administrative units, the Minister of Home Affairs affirmed that this assessment is correct. To date, 13/15 ministries have completed the list of job positions in specialized fields and requested that the ministries complete it soon for synchronous implementation.

Minister Pham Thi Thanh Tra also requested ministries, branches and localities to base on the Circular to guide the public service agencies and units under their management to develop a job position project, on that basis approve the project to be able to implement salary reform in the coming time.

Responding to the question of whether autonomy makes things difficult for students, parents and families, the Minister of Home Affairs stated that autonomy is a general trend, an objective requirement, and a major policy of the Party. In recent times, the implementation of autonomy has achieved certain results, but there are still difficulties.

The Minister of Home Affairs said that the goal is to strive for 10% of public service units nationwide to be financially autonomous by 2021 and 20% of public service units to be completely financially autonomous by 2025, and to reduce 10% of civil servants receiving salaries from the budget. We will strive to achieve that goal.

Pointing out some institutional, cognitive and thinking, organizational methods, conditions and people's lives, the Minister of Home Affairs said that the solution for the coming time is to direct the implementation of autonomy in conjunction with social policies, social security, social welfare, and properly resolve major relationships, including innovation and stable development. In particular, on the basis of determining public career services in which the State plays a leading role and the autonomy conditions of units. From there, promote autonomy in each region and each field; ensure the roadmap associated with social justice progress, care for human factor development, and support for policy-disadvantaged subjects.
