Teachers' salaries are still not high, which is one of the limitations mentioned at the conference summarizing Resolution 29/NQ-TW organized by the Ministry of Education and Training on December 14.

On December 14, the Ministry of Education and Training held a conference to summarize 10 years of implementing Resolution 29/NQ-TW on fundamental and comprehensive innovation in education and training.

There are changes in educational conditions and quality.

According to the Ministry of Education and Training, the major highlight in the implementation of Resolution 29/NQ-TW over the past 10 years has been the completion of the national education system in an open and interconnected direction between levels, qualifications and between education and training methods.

The scale of education and the network of educational institutions have developed, better meeting the learning needs of the people. The whole country has completed universalization of 5-year-old preschool education, sustainably maintaining the results of universalization of primary and secondary education.

Along with that, education management and school administration have changed towards decentralization of management, autonomy and accountability.

An important content that has also attracted public attention in the past 10 years is the promulgation and implementation of the 2018 General Education Program in the direction of shifting from mainly imparting knowledge to developing learners' capacity and qualities.

At the same time, a program with many textbooks was implemented. For the first time, textbooks were compiled and published in a socialized manner.

The Ministry of Education and Training has innovated exams, tests and assessments, especially the high school graduation exam. The conditions of facilities and teaching staff have changed significantly.

Teachers' salaries are not given high priority

The Ministry of Education and Training frankly acknowledged the limitations in implementing Resolution 29-NQ/TW. It emphasized the lack of mechanisms and policies to prioritize education and training, and the failure to demonstrate the viewpoint that "Education and training are the top national policy".

Currently, state management agencies in education have not been involved much in the appraisal, allocation of funds, recruitment of civil servants, and appointment of management officials in the field of education and training. The implementation of autonomy in educational and training institutions still faces many difficulties.

The network of preschool and general education facilities is not distributed properly in some places. There is still a shortage of schools and classes in big cities, industrial zones, densely populated areas and mountainous areas.

The planning of the university education network is still slow to be completed; the implementation of joint training between vocational education and university education is still limited.

The implementation of the new general education curriculum and textbooks still faces many difficulties. The goal of implementing compulsory education for 9 years after 2020 has not yet been achieved.

Although the quality of vocational education and university education has been improved, it still does not meet the requirements for human resource quality.

The structure and number of preschool and primary school teachers are still inadequate, and there is still a local surplus or shortage of teachers.

The quality of the staff is not uniform across regions. Teachers' salaries are not given the highest priority in the administrative salary scale system, failing to meet the goals set in Resolution 29-NQ/TW.

* Focus on leadership and direction to properly implement the viewpoint of considering education and training as "the top national policy"

* Focus on reviewing, adjusting, supplementing, and perfecting the legal system, mechanisms, and policies on education and training that are still lacking or inconsistent, including promptly developing the Law on Teachers.

* Strengthen the role of state management agencies on education and training in deciding on staffing, organizational structure and allocating investment funds for the education sector. Innovate state management and school governance towards increasing autonomy and enhancing accountability of education and training institutions.

* Issue and effectively implement the new preschool education program and continue to effectively implement the 2018 general education program with a program with many socialized textbooks.

* Improve the quality of moral education, lifestyle, and life skills for students.

* Continue to develop vocational education in an open, flexible, modern, effective, and integrated direction, focusing on quantity, structure, and quality of training.

* Focus on investing in higher education to create a breakthrough in training high-quality human resources to serve the country's industrialization and modernization process. Increase state budget spending on higher education to reach a ratio of GDP equal to the average of advanced countries in the region. Develop breakthrough mechanisms and policies and invest resources to develop national universities, regional universities, and excellent universities.

* Invest in improving scientific research and innovation potential in higher education institutions.

* Review, arrange and develop the network of preschool and general education facilities to ensure enough schools and classrooms.

* Ensure sufficient number of teachers according to prescribed norms; study mechanisms and policies for mobilizing and rotating teachers between localities to fundamentally resolve the situation of local teacher surplus and shortage. Implement the policy that teachers' salaries are given the highest priority in the administrative and career salary scale system and have additional allowances depending on the nature of the work and the region.

* Ensure that the state budget for education and training is at least 20% of the total state budget expenditure.

* Further promote international integration in education and training. Encourage domestic educational and training institutions to link and cooperate with advanced educational and training institutions in the world.
