Cao An Commune Party Committee (Cam Giang) firmly enters new term

During the past term, the Party Committee, government and people of Cao An commune have promoted the combined strength of the entire political system, overcome all difficulties and challenges, and strived to basically complete the goals and tasks set out in the Resolution of the 24th Party Congress of the commune for the 2020-2025 term.

Early completion of new model rural area

Cao An commune was recognized by the People's Committee of Hai Duong province as a new rural commune in 2015 and an advanced new rural commune in 2019. This is a great source of encouragement for the entire political system and people in the commune, and at the same time creates a premise for the locality to strive to build a model new rural area.

To build a model new rural commune, the Party Committee has directed the People's Committee and the Steering Committee for new rural construction of the commune to develop a plan and specific tasks, organize meetings, evaluate monthly implementation and set out specific tasks for the following month.

In particular, the Party Executive Committee of the commune has actively innovated its leadership methods towards discipline, democracy and closeness; issued regulations and rules; mobilized the strength of the political system, promoted the role and responsibility of Party committees, authorities, cadres, Party members and people.

Cao An commune considers the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" as the guiding principle throughout the process of building a model new countryside. People are both the core force and the beneficiaries of the movement's achievements. It is because of this viewpoint that Cao An commune has aroused the strength of the entire people, promoted material and spiritual resources to promote the movement of building a model new countryside.

From 2020 to 2024, the commune has invested over 130 billion VND to improve the new rural criteria, of which more than 25% comes from the central, provincial and district budgets; more than 20% comes from the commune budget, the rest comes from other capital sources.

In 2021, Cao An commune was recognized by the Chairman of the Provincial People's Committee as a model new rural commune. This is one of the first four communes in Hai Duong province to meet the model new rural standards. This goal was achieved 2 years earlier than the Resolution of the 24th Party Congress of the commune.

Impressive results

During the past term, Cao An commune has always paid attention to creating conditions for economic sectors to develop with many industries and production fields. Thereby, creating jobs, attracting many workers, contributing to increasing state budget revenue, creating resources for investment in infrastructure construction, promoting economic, cultural and social development.

The Party Committee has directed to focus on exploiting all potentials and advantages to promote economic restructuring, develop economic sectors towards reducing the proportion of agriculture, rapidly increasing the proportion of industry - construction, trade - services. Agricultural production has gradually shifted towards concentrated commodity production.

As a result, the average income per hectare of cultivated land and aquaculture of the commune reached 217 million VND/year. The value of agricultural, livestock and aquaculture production increased by an average of 4%/year. The production value of the trade and service sector in 2025 is estimated to reach 110.8 billion VND., increasing by an average of 12.9%/year, exceeding by more than 2% the target set by the Congress Resolution.

The total production value in the commune in the period of 2020 - 2025 increased by an average of 11.6%/year. The average income per capita in 2025 is estimated at 87 million VND, nearly 18 million VND higher than at the beginning of the term and higher than the Resolution of the Commune Party Congress.

Along with economic development, the locality regularly pays attention to leadership and direction in innovation of management and improvement of education quality. School facilities are invested to ensure compliance with national standard school criteria. Up to now, the commune's primary and preschool schools have met national standards level II, and the secondary schools have met national standards level I. Social security work has achieved positive results. In 2020, the whole commune had 41 poor households and 40 near-poor households, but by 2024, it will have decreased to 27 poor households and 17 near-poor households.

Identifying administrative reform as one of the key tasks of the term, the Cao An Commune Party Committee has directed the good implementation of the "one-stop" and "one-stop-shop" mechanisms. As a result, 100% of received administrative procedures have been resolved, and results have been returned before and on time as prescribed, with no overdue records. From 2020 to present, Cao An Commune has not had any comments or recommendations related to the settlement of administrative procedures. Cao An has always been at the forefront of administrative reform, ranking first in administrative reform in Cam Giang District for two consecutive years (2022 and 2023).

The locality has achieved and exceeded 13/14 socio-economic development targets set by the Congress for the 2020-2025 term; completed and put into use 4 key projects, including more than 4.8 km of model roads; Dao Xa village cultural house; repaired and upgraded classrooms and facilities for 3 schools; repaired, renovated and upgraded primary school swimming pools.

During the past term, despite facing many difficulties and challenges, especially the Covid-19 pandemic and storm No. 3, under the leadership and direction of the Party Committee, the participation of the entire political system and the consensus of the people, Cao An commune has completed the goals set by the 24th Congress.
