Cao An Commune Party Committee (Cam Giang) was chosen to organize the grassroots model congress of Hai Duong.

The Standing Committee of Hai Duong Provincial Party Committee has decided to choose Cao An Commune Party Committee under Cam Giang District Party Committee to direct the organization of the grassroots Party Congress for the 2025-2030 term.

The Provincial Party Standing Committee assigned the Cam Giang District Party Standing Committee to coordinate with the Provincial Party Organization Committee and relevant agencies to direct the Cao An Commune Party Committee to prepare and organize the Cao An Commune Party Congress on time and according to the requirements set out in the Provincial Party Committee's plan.

The Provincial Party Committee's Organizing Committee presides over and coordinates with the Standing Committee of the Cam Giang District Party Committee and relevant agencies to help the Standing Committee of the Provincial Party Committee prepare content and organize a conference to evaluate and draw experience in directing the model congress right after the end of the congress.

According to the Plan for organizing grassroots and upper-level Party Congresses, towards the 18th Provincial Party Congress, term 2025 - 2030 of the Provincial Party Standing Committee, the time to hold a Party Congress or a grassroots Party Congress is no more than 2 days, starting from April 2025, and completed before June 30, 2025.

The Provincial Party Standing Committee selects 1 grassroots Party organization at the commune level to organize a model Congress in February 2025. Each district-level Party organization and Party organization directly under the Provincial Party Committee selects 1-2 grassroots Party organizations to organize a model Congress in early March 2025 to gain experience for general direction.
