On February 19, the Investigation Security Agency of Hai Duong Provincial Police issued a decision to prosecute the case, prosecute the accused and issue an arrest warrant for Dinh Trong Thuy (born in 1966, residing in Binh Han Ward, Hai Duong City) for the crime of illegally storing and using radioactive substances.

In June 2023, because she needed money to spend, Thuy came up with the idea of ​​buying and selling equipment for cheating in gambling. Thuy went online to find and buy gambling equipment that contained “iodine” along with a radiation sensor vibrating device.

The subject bought “iodine” (volume unknown) for 2 million VND and 3 radioactive substance sensors. Then, Thuy used a sharp toothpick to apply “iodine” to one side of 12 dice (used in the game of shaking the dice; 12 dice correspond to 3 parts) and then sold it.

By September 2023, Thuy had sold 3 ducks and sensors to 3 customers for 2 million VND/set. Thuy hid the remaining ducks in her house. On December 19, 2023, the police discovered and seized 94 ducks and several other objects suspected of containing radioactive substances at Thuy's residence.

The investigation agency conducted an examination of 94 ducks and objects suspected of containing radioactive substances, and determined that the "iodine" above was radioactive I-125 (capable of sublimation even at room temperature). The total activity and specific activity of the radioactive I-125 nucleus on the 94 ducks were greater than the exemption level for declaration and licensing regulations.

Hai Duong Provincial Police warn people to absolutely not buy, sell, store, or illegally use I-125 in particular, or radioactive substances in general, in any form.

I-125 is a radioactive substance that can sublimate, so it can easily cause radioactive contamination of the environment and is harmful to people when exposed directly. Just inhaling 8 micrograms or ingesting 3 micrograms can lead to death.
