Currently, the Central Government has not yet provided additional funding for Hai Duong to pay monthly allowances and subsidies to people with meritorious services to the revolution and their relatives.
According to the Department of Labor, War Invalids and Social Affairs, as of December 23, Hai Duong has not yet been granted enough funds to pay subsidies and preferential allowances for November and December 2024 to people with meritorious services and relatives of people with meritorious services to the revolution in the province.
The reason is due to the implementation of Decree 77/2024/ND-CP dated July 1, 2024 of the Government on amending and supplementing a number of articles of Decree 75/2021/ND-CP dated July 24, 2021 of the Government regulating the levels of allowances, subsidies and preferential regimes for people with revolutionary contributions, which has been amended and supplemented by a number of articles according to Decree 55/2023/ND-CP dated July 21, 2023 of the Government, effective from July 1, 2024.
Accordingly, the Department of Labor, War Invalids and Social Affairs of districts, towns and cities has made payments to people with meritorious services and relatives of people with meritorious services to the revolution in the locality according to the subsidy and allowance levels prescribed in Decree 77/2024/ND-CP from July 1, 2024.
However, as of December 23, the Ministry of Labor, War Invalids and Social Affairs has not yet provided additional budget estimates for implementing Decree 77/2024/ND-CP for Hai Duong province. Therefore, there is not enough funding to pay subsidies and preferential allowances from November and December 2024 to meritorious people and their relatives in the province.
Hai Duong People's Committee has sent a document to the Ministry of Labor, War Invalids and Social Affairs requesting early allocation of additional funds to adjust the subsidy and preferential allowance levels for people with revolutionary contributions according to Decree 77/2024/ND-CP for Hai Duong province.
Thus, the fact that people with meritorious services and their relatives have not received subsidies and preferential allowances in the past two months (November and December) is a common situation nationwide. Therefore, localities need to step up propaganda so that people can understand.
The Department of Labor, War Invalids and Social Affairs will allocate additional funds to implement Decree 77/2024/ND-CP immediately after being allocated by the Ministry of Labor, War Invalids and Social Affairs.
Hai Duong currently has about 36,000 people with meritorious services and relatives of people with meritorious services to the revolution receiving monthly subsidies and allowances.
