Gifts for poor households, the elderly, relatives of meritorious people... were considered at the regular October meeting (8th time) of the Provincial People's Committee on the morning of October 27.
On the morning of October 27, at the regular October meeting (8th time), the People's Committee of Hai Duong province considered and discussed the proposal on gifts for children of resistance fighters infected with toxic chemicals; families of soldiers working in areas with especially difficult conditions; military units and some subjects in the fields of poverty reduction and social protection in Hai Duong province.
At the meeting, the Department of Labor, War Invalids and Social Affairs proposed that on the occasion of the Lunar New Year every year, children of resistance fighters infected with toxic chemicals who are receiving monthly preferential allowances will be given gifts worth VND 800,000/person; families of soldiers working in border areas, at sea, and on islands with especially difficult conditions according to the list specified in Appendix IV, Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government detailing and implementing measures for the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution will be given gifts worth VND 1 million/family; those who are being cared for at the Hai Duong Provincial Social Protection Center, the Hai Duong Center for Mental Health Care for People with Meritorious Services and Social Affairs, the Hai Duong Provincial Rehabilitation Center for Vocational Education and Job Creation, and patients being treated at Phong Chi Linh Hospital will be given gifts worth VND 500,000/person; Poor households in the province according to the list of poor households recognized by competent authorities at the time before December 31 of the year immediately preceding the year of gift giving will receive gifts worth VND 500,000/household.
The elderly who are visited and given gifts directly by the leaders of the Provincial People's Committee or the leaders of the Department of Labor, War Invalids and Social Affairs or the leaders of the District People's Committee are Vietnamese citizens residing in Hai Duong province aged 100 or older at the time of the visit and gift giving, selected by the District People's Committee to be visited and given gifts, will receive gifts worth 2.5 million VND/person (including 2 million VND in cash, 500,000 VND in kind) on the occasion of Lunar New Year and the Month of Action for the Elderly in Vietnam every year. Of which, on the occasion of Lunar New Year, gifts will be given to 12 elderly people (1 person/district, town, city), and on the Month of Action for the Elderly, gifts will be given to 36 elderly people (3 people/district, town, city).
The Tet holiday gift level for military units at the Regiment, Brigade level and equivalent directly under the units of the Ministry of National Defense and Military Region 3 is 10.5 million VND/organization (including 10 million VND in cash, 500,000 VND in gifts). The Hai Duong Provincial Social Protection Center, Hai Duong Center for Mental Health Care for People with Meritorious Services and Social Affairs, Chi Linh Leprosy Hospital, Hai Duong Provincial Blind Association's Rehabilitation Center for Vocational Education and Employment are given gifts at the level of 2.5 million VND/person (2 million VND in cash, 500,000 VND in gifts).
Individuals are only allowed to receive 1 gift from the provincial budget for the recipient on the occasion of the gift. The implementation budget is from the social security career expenditure budget arranged in the annual regular expenditure estimate of the Department of Labor, War Invalids and Social Affairs.
Chairing the meeting, Comrade Luu Van Ban, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee affirmed the necessity of submitting a report to the People's Council to issue a Resolution on gifts for the above individuals, households, and organizations to encourage the disadvantaged, poor households, social protection, the elderly, relatives of meritorious people, families of soldiers working in areas with especially difficult conditions... Proposing the Department of Labor, War Invalids and Social Affairs to continue to coordinate with the Department of Justice to unify the legal basis for implementing the policy. The level of gifts for people being cared for at the Hai Duong Provincial Social Protection Center, the Hai Duong Center for Mental Health Care for Meritorious People and Social Affairs, the Hai Duong Provincial Rehabilitation Center for Vocational Education and Employment of the Blind Association, and patients being treated at Phong Chi Linh Hospital; Poor households in the province according to the list of poor households recognized by competent authorities at the time before December 31 of the year immediately preceding the year of gift giving are all 500,000 VND, so they are grouped together into one group...
