On the afternoon of June 18, the National Assembly Delegation of Hai Duong province discussed in groups a number of draft laws. Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Hai Duong province, proposed decentralizing the management of cultural heritage to localities.
Speaking on the draft Law on Cultural Heritage (amended), delegate Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province, affirmed that the amendment of the law is necessary and highly appreciated this draft law. After studying the review report of the National Assembly's Committee on Culture and Education, comrade Trieu The Hung assessed that the report had outlined many issues very accurately, correctly and accurately.
Expressing some concerns about the draft law, comrade Trieu The Hung suggested clarifying and resolving the issue of preserving and promoting cultural heritage in the context of deep integration when cultural heritage today not only serves local needs but also integrates internationally to promote the image of culture. Especially, in the context of a period of strong digital transformation, promoting heritage on the internet environment poses many difficult requirements.
Agreeing with the opinion of Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Viet Nga on the need to clarify the definition and wording in the draft law, delegate Trieu The Hung also proposed to stipulate equality in heritage ownership. Because many tangible heritages are hidden among the people but the regulations on ownership are not clear, some people hide and keep them.
Regarding the responsibility of state management of cultural heritage, delegate Trieu The Hung suggested the need for unification and appropriate decentralization.
“The essence of heritage is that people preserve, maintain, embellish, and protect it. Cultural heritage is latent in the people. I propose to increase decentralization and delegation of authority to localities to manage cultural heritage for sustainability,” said comrade Trieu The Hung during the discussion.
