When Mr. Do Van Luan, Chairman of the People's Committee of Nenh Ward, Viet Yen Town (Bac Giang) received 60 million VND from a business, the police raided and caught him red-handed.
On December 16, Mr. Luan, 42 years old, was temporarily detained by Bac Giang Provincial Police for accepting bribes.
According to the investigation, from 2014 to 2017, the Company with Mr. Nguyen as Director constructed many projects in Hoang Ninh Commune, Viet Yen District - now Nenh Ward, Viet Yen Town. The unit handed over the project to Nenh Ward People's Committee for acceptance and put into use, but the ward has not paid for the construction.
From January 2023 to November 2024, Mr. Nguyen repeatedly sent petitions to the People's Committee of Nenh Ward requesting payment for construction labor.
Police allege that around September, Mr. Do Van Luan directed the ward People's Committee's accountant to review and check the payment records of the projects constructed by Mr. Nguyen's company. Of these, 2 records were eligible for payment with an amount of more than 600 million VND but still had some errors.
After the company corrected the errors in these payment records, Mr. Luan still did not sign the confirmation to transfer the money. The ward chairman then contacted Mr. Nguyen, asking him to pay 10% before making the payment.
On December 6, when Mr. Luan was receiving 60 million VND from the company director at his office, he was caught red-handed by the police.
