Government approves project to bring electricity by underground cable to Con Dao

Deputy Prime Minister Tran Hong Ha has just approved the investment policy for a project to supply electricity from the national grid to Con Dao.

The project was approved to use group A public investment capital for energy projects. Accordingly, the project will build a new 110kV, single-circuit line from the 110kV feeder compartment at the 220kV Vinh Chau transformer station - Soc Trang province to the 110/22kV Con Dao transformer station.

This will be an undersea cable built to supply electricity to Con Dao from the mainland.

The project also expands a 110kV line bay at the 220kV Vinh Chau substation - Soc Trang province. Constructs a new 110/22kV Con Dao substation using GIS technology, with a scale of 2x63 MVA.

With a total investment of about 4,950 billion VND, the central budget support capital is about 2,526.16 billion VND and the Vietnam Electricity Group (EVN)'s own capital is about 2,423.996 billion VND. The project is implemented from 2023 to 2026.

To implement the project, the Government assigned localities to fully carry out project site clearance procedures to meet progress, ensure effective land use, avoid waste of resources; require investors to conduct environmental impact assessments, ensure project implementation complies with environmental regulations; and supervise project implementation on schedule and according to regulations.

The Ministry of Industry and Trade guides EVN to complete project documents, select conductor technology, accessory insulation... to ensure safety, maximize the role and effectiveness of project investment.

The Ministry decides on project investment, performs state management functions during the investment process and manages exploitation.

Relevant ministries and branches provide guidance on land allocation, land lease, permission to change land use purposes; complete documents and implement procedures for environmental impact assessment and procedures for sea area allocation...

Previously, in a report sent to the Government on the project, the Ministry of Industry and Trade affirmed that with the above investment capital structure, the project is economically and financially feasible and meets the Government's development goals for Con Dao.

According to calculations, the electricity purchase price based on the average wholesale price between EVN and the Southern Power Corporation is 1,560.9 VND/kWh, while the average electricity selling price applied according to EVN's decision to adjust the average retail electricity price will be 2,502 VND/kWh.

Currently, the power supply for Con Dao only meets the electricity demand for daily life, while the electricity for industrial production, services and tourism is almost not enough. The local diesel power source is not enough, some generators have consecutive problems, and there is a shortage of electricity supply for projects to attract investment.
