Prime Minister Pham Minh Chinh decided to establish a Steering Committee to implement the arrangement and reorganization of administrative units at all levels and build a two-level local government organization model.
According to Decision No. 571/QD-TTg dated March 12, 2025, Deputy Prime Minister Nguyen Hoa Binh is the Head of the Committee.
Deputy Heads of the Committee include: Minister of Home Affairs Pham Thi Thanh Tra (Permanent Deputy Head of the Committee); Minister, Head of the Government Office Tran Van Son.
The Steering Committee members include the Ministers of: Justice; Finance; Construction; Agriculture and Environment; Culture, Sports and Tourism; Science and Technology; Education and Training; Health; Ethnicity and Religion.
In addition, the Steering Committee members also include representatives of the leadership of: Ministry of National Defense; Ministry of Public Security; Ministry of Foreign Affairs; Supreme People's Court; Supreme People's Procuracy; Central Committee of the Vietnam Fatherland Front; Committee on Law and Justice of the National Assembly and Deputy Minister of Home Affairs Truong Hai Long.
The Steering Committee is an inter-sectoral coordination organization whose function is to assist the Prime Minister in researching, directing, and coordinating the resolution of important inter-sectoral issues in the implementation of the arrangement and reorganization of administrative units (ADUs) at all levels and the construction of a two-level local government organization model.
The Steering Committee is responsible for researching and proposing to the Prime Minister directions and solutions to solve important, inter-sectoral issues in the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government organization model.
Assist the Prime Minister in directing and urging ministries, ministerial-level agencies, government agencies and People's Committees of provinces and centrally run cities in the implementation process, ensuring compliance with regulations of the Central Government, the National Assembly, the National Assembly Standing Committee and the Government.
The Steering Committee assigns specific tasks to its members. Specifically:
Minister of the Interior: Advise and submit to the Government for submission to the National Assembly to promulgate the Law amending and supplementing the Law on Organization of Local Government in 2025; the Law amending and supplementing the Law on Cadres and Civil Servants; advise and submit to the Government for submission to the National Assembly Standing Committee to promulgate a Resolution on the arrangement and reorganization of administrative units at all levels; guide the preparation of dossiers requesting recognition of Safe Zones, Safe Zone Communes, and Island Communes; review and recognize as administrative units that are poor or particularly disadvantaged in coastal, island and offshore areas; review and adjust policies in the field of labor - social affairs and policies for meritorious people at administrative units that carry out the arrangement; perform the tasks of the Standing Office of the Steering Committee according to the provisions of the Steering Committee's Operating Regulations; advise on organizing meetings and other activities of the Steering Committee and the Head of the Steering Committee; preside over and coordinate with relevant ministries and central agencies in urging the development of projects of localities; Organize inter-sectoral appraisal; submit to the Government for submission to the National Assembly and the National Assembly Standing Committee the dossier of the project to rearrange local administrative units at all levels, ensuring progress and quality according to regulations; guide the management of document and archive work when rearranging and merging provincial-level administrative units and reorganizing commune-level administrative units.
Minister of Justice: Advise and submit to the Government for submission to the National Assembly for promulgation of the Law amending and supplementing the Law on Promulgation of Legal Documents; submit to the National Assembly for promulgation of a Resolution to handle a number of issues related to the transition of tasks, powers and organization of the apparatus of local governments when arranging and reorganizing administrative units at all levels and organizing 2-level local governments; issue documents guiding the handling of arising issues in the field of civil status and registration of security measures when arranging and reorganizing administrative units at all levels.
Ministry of Defense Leadership: Issue guidelines for reviewing and identifying administrative units in border areas and key defense areas; building military defense zones when organizing two-level local governments; organizing the building of militia and self-defense forces at administrative units subject to rearrangement and reorganization.
Leaders of the Ministry of Public Security: Issue instructions on the withdrawal of old seals, engraving of seals, and changes in the residential address of citizens due to changes in the boundaries and names of administrative units with the national database system on population, citizen identification and electronic identification; review and provide data on actual population at administrative units at all levels and instructions on removing obstacles in the field of judicial records.
Minister of Finance: Issue guidelines on the implementation of public investment capital and adjustment of public investment capital plans for the period 2026 - 2030; determination of investment incentives; procedures for adjusting investment projects in case of changes in administrative boundaries; changes in information on business registration certificates and business licenses of individuals and organizations; issue guidelines on budget preparation and expenditure norms; management, use and settlement of funds; exemption of fees and charges when converting relevant documents of individuals, organizations and enterprises; handling of headquarters and working assets at agencies, units and organizations in administrative units carrying out rearrangement and reorganization.
Minister of Agriculture and Environment: Issue guidelines for reviewing, supplementing, and adjusting issues related to new rural construction and policies under the National Target Program for New Rural Areas, projects, sub-projects, and activities under the National Target Program for Sustainable Poverty Reduction of administrative units that are being rearranged and reorganized; issue guidelines for adjusting land records, land use right certificates, assets attached to land, and land databases; provide natural area data of administrative units that are being rearranged and reorganized.
Minister of Construction: Issue guidelines for reviewing urban planning and assessing urban quality of administrative units implementing rearrangement and reorganization.
Minister of Culture, Sports and Tourism: Issue guidelines for reviewing, adjusting and identifying administrative units with relics recognized and ranked as world cultural and natural heritages and special national historical heritages of administrative units to be rearranged and reorganized.
Minister of Science and Technology: Issue guidelines on e-government and digital government to meet digital transformation requirements; on building a data system that connects and interconnects local governments at the grassroots level (commune level), provincial level and interconnects with the central government.
Minister of Ethnic Affairs and Religion: Issue guidelines for implementing the regimes and policies of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas at administrative units subject to rearrangement and reorganization; issue guidelines for implementing regimes and policies for commune and village-level administrative units in ethnic minority and mountainous areas; procedures for reviewing and identifying communes in regions III, II, I, and villages with special difficulties in ethnic minority and mountainous areas at administrative units subject to rearrangement and reorganization.
Minister of Health:Issue instructions on the arrangement and organization of medical facilities at administrative units carrying out arrangement and reorganization.
Minister of Education and Training:Issue guidelines to ensure the maintenance and improvement of the quality and efficiency of public educational and training facilities at administrative units undergoing rearrangement and reorganization.
The Steering Committee members are representatives of the Supreme People's Court, the Supreme People's Procuracy, the Central Committee of the Vietnam Fatherland Front, and the Law and Justice Committee of the National Assembly.Within the scope of its tasks and powers, preside over and coordinate with relevant ministries and branches to guide the resolution of issues arising when implementing the arrangement and reorganization of administrative units at all levels and the organization of two-level local governments.
Relevant ministries and branches according to Government functions and tasksAssign responsibility for reviewing and resolving difficulties and problems within authority and according to proposals and recommendations of localities; in cases beyond authority, report to the Head of the Steering Committee, the Prime Minister, and the Government for consideration.
The Ministry of Home Affairs is the standing body of the Steering Committee, assisting the Head of the Committee in developing the Steering Committee's work plan and program; developing the Steering Committee's operating regulations and submitting them to the Head of the Committee for signature and promulgation.
The Ministry of Home Affairs uses its apparatus to perform the task of assisting the Steering Committee, operating on a part-time basis, ensuring the operating conditions of the Steering Committee; synthesizing and reporting on the general activities of the Steering Committee and performing a number of other tasks assigned by the Head of the Committee.
