Prime Minister Pham Minh Chinh has just signed a Decision assigning work to the Prime Minister and Deputy Prime Ministers.
1- The Prime Minister temporarily assigns the work of the Prime Minister and Deputy Prime Ministers in charge of agencies and fields of work in this Decision.
2- The Prime Minister fully performs the duties and powers prescribed by the Constitution and laws; comprehensively leads and directs the work of the Government, Government members, heads of Government agencies, and Chairmen of People's Committees at all levels; directly directs and directs major and important tasks, strategic, difficult, sensitive issues that have a great impact on the country's development in all areas of work within the functions, duties, and powers of the Government.
3- The Deputy Prime Minister performs duties as assigned by the Prime Minister; assists the Prime Minister in monitoring, directing, and handling regular tasks under the Prime Minister's authority in each field of Government work; on behalf of the Prime Minister, makes decisions within his/her authority and is directly, comprehensively, and in all aspects responsible to the Prime Minister and the law for his/her decisions and the tasks, fields, and agencies assigned to monitor, direct, and ensure the progress and quality of work. The Prime Minister does not handle tasks, fields, and work assigned to the Deputy Prime Minister.
For matters related to other Deputy Prime Ministers, the assigned Deputy Prime Minister shall proactively coordinate closely and effectively to resolve them. If there are different opinions among the Deputy Prime Ministers, the Deputy Prime Minister shall report to the Prime Minister for consideration and decision.
4- Deputy Prime Ministers are proactive and active in directing the implementation of three strategic breakthroughs (perfecting synchronous institutions; developing human resources; building a synchronous and modern infrastructure system) and administrative reform in the sectors and fields assigned to them; directly urging, monitoring, inspecting, and supporting the Ministers and heads of sectors assigned to them.
5- Within the scope of assigned fields, the Deputy Prime Minister has the responsibility and authority on behalf of the Prime Minister to:
- Direct ministries, branches and localities to proactively develop strategies, planning, development plans, build mechanisms and policies, especially legal documents to issue under their authority or submit to the Government and Prime Minister; prepare urgent, unexpected and necessary work contents, report to the Government, the Government Standing Committee and the Prime Minister for consideration and decision.
- Develop mechanisms to regularly monitor, inspect and urge the implementation of policies, laws and tasks of ministries, agencies and localities on schedule, effectively and with quality assurance.
- Take the lead in promptly handling issues requiring inter-sectoral coordination and consider and handle recommendations from ministries, branches and localities under the authority of the Prime Minister within the assigned scope.
- Sign on behalf of the Prime Minister documents under the Prime Minister's authority or documents under the Government's authority within the scope of work fields and tasks assigned by the Prime Minister.
- Monitor and direct the handling of personnel issues and internal affairs of ministries and agencies assigned according to Party and State regulations.
6- When the Prime Minister is absent, the Prime Minister shall authorize the Permanent Deputy Prime Minister or another Deputy Prime Minister to lead the work of the Government on behalf of the Prime Minister.
7- In case it is deemed necessary or when the Deputy Prime Minister is absent, the Prime Minister shall directly or assign other Deputy Prime Ministers to promptly direct the handling of work assigned to the Deputy Prime Minister.
8- Deputy Prime Ministers are responsible for and proactively direct, urge, inspect and directly handle current institutional and organizational problems and bottlenecks of the assigned ministries and branches according to their authority. In case of exceeding their authority, they shall report to the Prime Minister or competent authority.
9- Based on the actual situation in the implementation, the Prime Minister shall consider adjusting and supplementing the assignment of work of the Prime Minister and Deputy Prime Ministers in this Decision or other urgent and extraordinary work that the Prime Minister deems necessary to ensure the timely, smooth and effective implementation of the tasks and powers of the Government and the Prime Minister.

a) Comprehensively lead and manage all activities within the functions, tasks and powers of the Government.
b) Monitoring and direction: Ministry of National Defense, Ministry of Public Security, Vietnam News Agency, Vietnam Television, Voice of Vietnam.
c) Directly direct and manage the following areas of work:
- Strategy and plan for socio-economic development of the whole country.
- National financial, credit and monetary strategies and policies; orientation on the use of the state budget.
- Defense, security, foreign affairs strategy and defense and security work.
- Personnel work; organizational structure; administrative reform; administrative boundaries; general issues on emulation and reward work.
- Coordination between the Government and Party agencies, the National Assembly, the President, the Central Committee of the Vietnam Fatherland Front and socio-political organizations.
d) Performing duties: Chairman of the State Steering Committee on the East Sea - Islands; Chairman of the National Committee on e-Government; Chairman of the Central Emulation and Reward Council; Head of the State Steering Committee for important national projects and works, key projects in the transport sector; Head of the Steering Committee for key national projects and works in the railway sector; Head of the Steering Committee for the construction of nuclear power plants; Head of the Steering Committee for National Cyber Safety and Security; Head of the Steering Committee for administrative reform of the Government; Chairman of a number of National Councils and Committees and Heads of other Steering Committees.
Deputy Prime Minister Nguyen Hoa Binh, Permanent Deputy Secretary of the Government Party Committee

a) Perform the duties of Permanent Deputy Prime Minister.
b) Monitoring and direction: Ministry of Home Affairs, Government Inspectorate, Government Office.
c) On behalf of the Prime Minister, directly monitor and direct the following areas of work:
- Crime prevention.
- Prevent and combat corruption, negativity, waste; inspect and resolve complaints and denunciations.
- Regular issues on emulation - rewards, administrative reform.
- Amnesty.
- Judicial reform. Coordination of work between the Government, the Supreme People's Court and the Supreme People's Procuracy.
- Labor, employment, meritorious people, gender equality.
- Content related to regional and international financial centers in Vietnam.
- Handling and resolving difficulties and obstacles related to long-standing projects nationwide (handling slow-progressing and ineffective projects and enterprises in the industry and trade sector (transferred to the former State Capital Management Committee at Enterprises) monitored and directed by Deputy Prime Minister Ho Duc Phoc).
- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.
d) Duties: Head of the Steering Committee for Crime Prevention and Control; Head of the Steering Committee for reviewing and removing difficulties and obstacles related to long-standing backlog projects nationwide; Chairman of National Councils and Committees, Head of Steering Committees, Chairman of the Council for appraising planning in related fields.
d) On behalf of the Prime Minister, direct the implementation of Government work when the Prime Minister is absent and is authorized by the Prime Minister.
Deputy Prime Minister Tran Hong Ha, Member of the Standing Committee of the Government Party Committee

- Transportation; ensure traffic order and safety.

- Resources and environment; climate change.
- Agriculture and rural development, new rural construction; flood and storm prevention, search and rescue.
- Poverty reduction.
- National key projects, basic construction investment projects under the authority of assigned fields.
- Economic zones, industrial zones, export processing zones.
- General mechanisms and policies on bidding (resolving bidding-related work in specialized fields is directed by Deputy Prime Ministers in charge of the field).
- Implementation of the National Target Program on Sustainable Poverty Reduction for the 2021 - 2025 period and the National Target Program on New Rural Development for the 2021 - 2025 period.
- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.
c) Performing duties: Chairman of the National Council on Water Resources; Chairman of the Vietnam Subcommittee in the Vietnam - Russian Federation Intergovernmental Committee; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Chairman of the Vietnam Mekong River Commission; Head of the Central Steering Committee for the implementation of 3 national target programs: new rural construction for the period 2021 - 2025, sustainable poverty reduction for the period 2021 - 2025, socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030; Head of the Central Steering Committee on housing policy and real estate market; Head of the Central Steering Committee on natural disaster prevention; Head of the National Steering Committee on green growth; Chairmen of National Councils and Committees, Heads of Steering Committees, Chairman of the Council for appraisal of planning in related fields.

- Social issues. Drug addiction treatment management. Implementation of the National Target Program on Drug Prevention and Control to 2030.

c) Performing duties: Chairman of the National Council for Education and Human Resources Development; Chairman of the Central Council for National Defense and Security Education; Chairman of the National Committee for AIDS Prevention and Control, Drug and Prostitution Prevention and Control; Head of the Central Inter-sectoral Steering Committee on Food Safety and Hygiene; Chairman of National Councils and Committees, Heads of Steering Committees, Chairman of the Council for Appraising Planning in Related Fields.

- Salary and social insurance policy.
- Arrange and innovate state-owned enterprises.
- General mechanisms and policies on public asset management (resolving work related to public asset management in specialized fields is directed by Deputy Prime Ministers in charge of the field).

- Implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, the National Target Program on cultural development for the period 2025 - 2035.

Decision No. 401/QD-TTg takes effect from February 25, 2025.
Decision No. 401/QD-TTg replaces Decision No. 1460/QD-TTg dated September 6, 2021 of the Prime Minister on the assignment of tasks of the Prime Minister and Deputy Prime Ministers, Decision No. 919/QD-TTg dated August 28, 2024 of the Prime Minister on the assignment of tasks of Deputy Prime Ministers and previous regulations different from this Decision.
