The Government issued a decree to increase pensions and social insurance benefits by 15%.

Decree No. 75/2024/ND-CP clearly states that from July 1, 2024, there will be an increase of 15% on pensions, social insurance benefits and monthly allowances.

Decree No. 75/2024/ND-CP adjusting pensions, social insurance benefits and monthly allowances was just issued by the Government on June 30, 2024.

This Decree adjusts the pension, social insurance benefits and monthly allowances for beneficiaries of pension, social insurance benefits and monthly allowances before July 1, 2024.

The Decree clearly states that from July 1, 2024, an additional 15% increase will be made to the pension, social insurance allowance and monthly allowance of June 2024 for the following subjects:

Cadres, civil servants, workers, public employees and laborers (including those who have participated in voluntary social insurance, retirees from the Nghe An farmers' social insurance fund transferred according to Decision No. 41/2009/QD-TTg dated March 16, 2009 of the Prime Minister on transferring Nghe An farmers' social insurance to voluntary social insurance); soldiers, people's police and people working in key positions who are receiving monthly pensions.

Commune, ward and town cadres are prescribed in Decree No. 33/2023/ND-CP dated June 10, 2023 on commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups, Decree No. 92/2009/ND-CP dated October 22, 2009 of the Government on titles, numbers, some regimes and policies for commune, ward and town cadres, civil servants and non-professional workers at the commune level, Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government amending and supplementing a number of regulations on commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups, Decree No. 121/2003/ND-CP dated October 21, 2003 of the Government on regimes and policies for cadres and civil servants in communes, wards and towns and Decree No. 09/1998/ND-CP dated January 23, 1998 of the Government amending and supplementing Decree No. 50/CP dated July 26, 1995 of the Government on living expenses for commune, ward and town officials receiving monthly pensions and allowances.

People who are receiving monthly allowances for loss of working capacity according to the provisions of law; people who are receiving monthly allowances according to Decision No. 91/2000/QD-TTg dated August 4, 2000 of the Prime Minister on allowances for people who are past working age at the time of stopping receiving monthly allowances for loss of working capacity, Decision No. 613/QD-TTg dated May 6, 2010 of the Prime Minister on monthly allowances for people with 15 to less than 20 years of actual work experience whose period of receiving allowances for loss of working capacity has expired; rubber workers who are receiving monthly allowances according to Decision No. 206-CP dated May 30, 1979 of the Government Council on policies for newly liberated workers who do heavy work that is harmful to their health and now have to quit their jobs due to old age.

Commune, ward and town cadres are receiving monthly allowances according to Decision No. 130-CP dated June 20, 1975 of the Government Council supplementing policies and regimes for commune cadres and Decision No. 111-HDBT dated October 13, 1981 of the Council of Ministers on amending and supplementing a number of policies and regimes for commune and ward cadres.

Soldiers who are receiving monthly allowances according to Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister on implementing the regime for soldiers who participated in the resistance war against the US to save the country with less than 20 years of service in the army and have been demobilized and discharged to their localities (amended and supplemented by Decision No. 38/2010/QD-TTg dated May 6, 2010 of the Prime Minister).

The People's Public Security is receiving monthly allowances according to Decision No. 53/2010/QD-TTg dated August 20, 2010 of the Prime Minister regulating the regime for People's Public Security officers and soldiers who participated in the resistance war against the US with less than 20 years of service in the People's Public Security who have quit their jobs and returned to their localities.

Soldiers, people's police, and people working in secretarial work receive salaries similar to those of soldiers and people's police who are receiving monthly allowances according to Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975 and have been demobilized, discharged, or quit their jobs.

People receiving monthly pension benefits before January 1, 1995.

Subjects specified in points a, b, c, d, đ, e and g (specified in Decree No. 75/2024/ND-CP) who retired from receiving pensions, social insurance benefits, and monthly allowances before January 1, 1995 (including those who retired from receiving disability benefits before January 1, 1995, and then continued to receive benefits according to Decision No. 91/2000/QD-TTg dated August 4, 2000 of the Prime Minister on allowances for those who have reached retirement age at the time of stopping receiving monthly disability benefits and Decision No. 613/QD-TTg dated May 6, 2010 of the Prime Minister on monthly allowances for those with 15 to less than 20 years of actual work experience who have expired the period of receiving disability benefits), after making adjustments according to regulations, have pensions, social insurance benefits, and monthly allowances. From July 1, 2024, people who are receiving pensions, social insurance benefits, and monthly allowances as prescribed in Clause 2 above, after an increase of 15% on the pension, social insurance benefits, and monthly allowances of June 2024, with a benefit level lower than VND 3,500,000/month, will be adjusted to increase as follows: Increase by VND 300,000/person/month for those with a benefit level below VND 3,200,000/person/month; increase by VND 3,500,000/person/month for those with a benefit level from VND 3,200,000/person/month to less than VND 3,500,000/person/month.

The adjusted pension, social insurance allowance, and monthly allowance are the basis for calculating the adjustments to pension, social insurance allowance, and monthly allowance in subsequent adjustments.

Decree 75/2024/ND-CP takes effect from July 1, 2024. Decree No. 42/2023/ND-CP dated June 29, 2023 of the Government adjusting pensions, social insurance benefits and monthly allowances ceases to be effective from the effective date of Decree 75/2024/ND-CP.
